"Hacking" the Peace Process: Challenges and Opportunities in Post-Accord Colombia
Description: Nearly a year ago, Colombia’s government and the FARC guerrilla group signed a historic peace accord ending 52 years of fighting. The FARC has since disarmed, a ceasefire has largely held, and talks have begun with the smaller ELN guerrillas. Implementing the November 2016 accord, though, may be harder than negotiating it was. Progress on many fronts has been halting and frustrating. Three panels on October 16 will discuss aspects of Colombia’s post-accord reality, determining what is running well, what needs to be “hacked,” and what may need a total reboot. Each panel will last one hour and forty-five minutes. There will be a 45-minute lunch address. A simple lunch will be provided. Simultaneous translation will be available.

Silent starvation in Chad's Lake Region
Description: The conflict between Boko Haram and the military operations to defeat it that began in Nigeria have spread to Niger, Chad and Cameroon, causing one of the worst humanitarian crises in Africa. In Chad, 350,000 people are in danger of starvation due to failing food supplies, losing their animals, their lands and crops, and being unable to carry out activities like fishing. The massive movements of people and difficulties in growing crops or distributing aid have left more than 8 million people on the brink of starvation. The ICRC uses this method in a number of countries. As Michael Pymble, an ICRC armed forces delegate, explains: "When we can show them what the terrain looks like in 3D – where things are, where the military objectives are in relation to civilian objects, where people are – and they’re able to see that in 3D, it just makes it far more accessible for them, and the results are much better in the planning exercises that we give them.” AV443C_long-version

Ghana Breaks the Chains on Mental Health
Description: The head of Ghana’s Mental Health Authority announced that as of October 10, World Mental Health Day, the country’s ban on shackling – in place since 2012 – will finally be properly enforced. While progress at Nyankusami is important, it’s just one of many camps where people with mental health conditions are shackled. Much more needs to be done. Human Rights Watch and other groups are now urging the government to invest in community mental health services, so other families won’t resort to chaining their loved ones.
