Regional responses to the crisis in Mali
Description: Regional responses to the crisis in Mali DIIS seminar organized by the Sahel-Maghreb Research Platform Friday 9 June 2017, 9.00-12.30 DIIS ∙ Danish Institute for International Studies Background In 2012, an unstable coalition of nationalist Touareg rebels and local and transnational jihadi groups declared the state of Azawad in Northern Mali independent. In the following months, the jihadi groups imposed themselves on the North and expanded southwards into central Mali claiming that they would conquer the capital, Bamako. Although a French-led military intervention pushed back the jihadi expansion, Northern Mali remains one of the most dangerous places for UN peacekeepers and in the recent months central Mali has seen a steady growth in jihadi activity. The collapse of security in Northern Mali has called for a host of well-known responses from the international community ranging from the French and the UN military interventions to the broader stabilization and development program initiated by Western donor countries. What remains less explored, but equally important, is the range of responses to the crisis enacted by Mali’s regional neighbours in the North Africa, the Sahel and West Africa. At this DIIS seminar organized under the Sahel-Maghreb Research Platform, four international experts will analyse how regional great powers and regional organizations have responded to the country’s successive crises. The seminar forms part of the Sahel-Maghreb Research Platform, which is funded by the Danish Ministry of Foreign Affairs and hosted by DIIS with support from Voluntas Advisory. Former les travailleurs de la santé pour combattre la dénutrition au Mali
Description: Comment combat-on une maladie si l’on ne dispose pas de personnel médical adéquatement formé à son traitement ? Dans de nombreux endroits de la vaste bande du Sahel, il s’agit là d’un problème quotidien. Dans cette région, la dénutrition est responsable de la mort d’un demi-million d’enfants de moins de cinq ans chaque année. Les centres de santé à distance ne disposent pas de personnel en suffisance pour savoir comment remédier à ce grave problème. À ce titre, l’aide humanitaire de l’UE privilégie la formation quand elle finance des projets comme celui-ci au Mali. En plus d’offrir un traitement médical aux enfants dénutris, ALIMA, partenaire de l’UE, a formé près de 200 médecins et infirmières dans tout le pays. Cette démarche implique une supervision commune des patients, une formation et un partage mutuel d’expériences de cas médicaux. À l’occasion de la Journée mondiale de la santé, cette vidéo montre combien il est crucial que chaque travailleur de la santé puisse accéder au savoir nécessaire, de sorte que davantage de vies puissent être sauvées. Training health workers to combat under-nutrition in Mali
Description: How do you fight a disease if you do not have medical staff properly trained on how to treat it? In many areas of the vast Sahelian band, this is an everyday problem. In this region, under-nutrition is responsible for the deaths of nearly half a million children under five years old every year. Remote health centres do not have sufficient staff with the knowledge on how to address this acute problem. As such, EU Humanitarian Aid prioritises training when funding projects such as this one in Mali. On top of providing medical treatment to undernourished children, EU partner ALIMA trained nearly 200 doctors and nurses over the country. This involved joint supervision of patients, training and experience sharing on medical cases. On the occasion of World Health Day, this video shows how crucial it is that knowledge reaches every health worker so that more lives can be saved. Video by ALIMA

UNHCR - Malian refugees fight the cold
Description: In December 2016, Malian refugees living in the remote south East Mauritania received a donation of clothes to help them cope with the cold season. Mbera refugee camp (Mauritania) is a temporary home to more than 45,000 refugees from northern Mali. While the situation in northern Mali remains unstable refugees live in a condition of prolonged exile and face harsh climate conditions. The clothes were kindly donated by Japanese company UNIQLO under UNHCR supervision. Kalkbrænderi Vej 51A 2100 Copenhagen Background The crisis in Mali has been a cause for international concern since 2012. However, the gender dimension of the conflict has received little attention including the effects of sexual violence and the breakdown of norms and governance at the local level. Analyses of the Malian crisis commonly center on terrorism, migration and organized crime, and fail to take into account the ways in which gender dynamics contributes to both facilitating and countering violence and instability. This seminar features Mali’s Gender Minister, Mrs. Sangaré Oumou Ba, alongside two prominent Malian civil society actors and experts who will address the ways in which gender has been shaping local, regional and international responses to the crisis in Mali. The seminar takes its point of departure in the seminal UN Security Council Resolution 1325 on Women, Peace and Security. It asks how national and international stakeholders implement recommendations and commitments of UNSCR 1325 in the ongoing peace and stabilization efforts in Mali. Since 2012, Mali has faced a military coup, armed rebellion and Jihadist occupation of the North, which culminated in a French military intervention, and the establishment of the UN stabilization Mission, MINUSMA. In June 2015, different parties to the conflict signed the Alger peace agreement. According to the UN Security Council Resolution 1325 on women, peace and security, understanding gender dynamics and developing instruments to counter the effects of sexual violence as well as ensuring the active involvement and participation of women are crucial elements in all peace and reconstruction efforts. Yet, the 2015 review of UNSCR 1325 points to several areas of concern, particularly regarding the participation of women in peace processes and decision-making. The seminar invites government and civil society stakeholders, scholars and the Danish public to discuss how Denmark and other international stakeholders can implement UNSCR 1325 more efficiently to benefit the peace process in general and women in particular.
