A. Situation Analysis
Description of the Situation
In November 2015, a group of more than 1,000 Cuban nationals were reported in the border area between Costa Rica and Panama in the community of Paso Canoas, Corredores Canton. Since these people did not meet the migration requirements to enter Costa Rica, a significant build-up of migrants occurred on the Panamanian side of the border as they began to settle in the streets, waiting on a solution to their legal immigration status.

Somalia continues to face drought conditions spanning over the last four consecutive poor rainy seasons that severely aggravated the humanitarian crisis. The current Deyr season (October – December) started late and performed approximately 50 per cent below average rainfall performance in most parts of the country. Slightly better than 2016, but crop production is expected to be limited. The first half of November by most parts of southern and central Somalia have received above-average rainfall (OCHA Humanitarian Bulletin, 2017).
This Weekly Bulletin focuses on selected acute public health emergencies occurring in the WHO African Region. The WHO Health Emergencies Programme is currently monitoring 52 events in the region. This week’s edition covers key new and ongoing events, including:
- Humanitarian crisis in the Democratic Republic of the Congo
- Cholera in Zambia
- Listeriosis in South Africa
For each of these events, a brief description followed by public health measures implemented and an interpretation of the situation is provided.
The escalation of violence in Myanmar’s Rakhine state since August 2017 has led to over 800,000 Rohingya refugees crossing the border into neighboring Bangladesh, a number that continues to increase by the day. The recent arrival of refugees has exacerbated pre-existing challenges within the country while adding pressure on basic services especially water, health, shelter, and sanitation in and around refugee sites.
This report presents Nepal’s official national Multidimensional Poverty Index (MPI) using the latest data from the Multiple Indicator Cluster Survey (MICS) 2014. Based on the Alkire Foster methodology, the MPI counts the joint deprivations faced by individuals. Following the indicators of the global MPI, the Nepal MPI includes multiple indicators related to health, education, and living standards.

Oruchinga settlement, opened as a transit center in 1959 and was officially established as a settlement in 1961, hosts more than 6,900 refugees from Burundi, the Democratic Republic of Congo, and Rwanda. The settlement is not receiving new arrivals, aside from family reunifications, referrals, and protection cases. Although shelter and infrastructure are developed, and the refugees seem to be well integrated with the host community, protection concerns and conflict over land and resources remain a challenge.

- The new AWD cases were reported from Belet-Weyne district of Hiraan region.
- No new death has been reported from Belet-Weyne district.
- A cumulative total of 61,043 cases and 821 deaths have been reported in 52 districts of 16 regions of South central and Puntland since January 2017.
- The number of AWD/Cholera cases and deaths in inaccessible areas are 4 times the number of cases and deaths in areas that are accessible.

In July 2017, Action Contre la faim (ACF) in collaborations with Ministry of Public Health and Population (MPHP) of Lahj governorate, conducted two nutrition assessments in Lowlands and Highlands ecological zone of 15 districts. This was in response to the need to determine the malnutrition levels and trends for the different ecological zones and to inform the intervention response for the governorate.

In 2018, 60 humanitarian orgnasitions working in north-east Nigeria are appealing for US$1.05 billion to provide essential life-saving and protection assistance to 6.1 million people in Borno, Adamawa and Yoe states.
One of the major highlights of 2017 was the outbreak of Marburg Virus Disease (MVD) in Kween and Kapchorwa districts, eastern Uganda. During the outbreak, two cases were confirmed, there was one probable case and 311 contacts were identified and followed up until they were declared free of MVD. A number of lessons were learnt from this outbreak. The first was that government leadership and coordination of all response activities determines the speed and efficiency with which the disease is contained.
