In April 2004, United Nations Secretary-General Kofi Annan appointed an independent, high-level inquiry committee to investigate the administration and management of the Oil-for-Food Programme (OFFP) in Iraq. Following this, the United Nations Security Council unanimously adopted resolution 1538 (21 April 2004), which endorsed the inquiry and called for full cooperation in the investigation by all United Nations officials and personnel, the Coalition Provisional Authority, Iraq, and all other Member States, including their national regulatory authorities (IIC, 2005).

The Independent Inquiry Committee today issues its definitive Report on the overall management and oversight of the "temporary" Oil for Food Programme, a programme which stretched to seven years with more than $100 billion in transactions (over $64 billion in oil sales and almost $39 billion for food). In preceding interim reports and briefing papers, the Committee has reported the results of its investigations on specific aspects of the Oil for Food Programme.

THE SELECTION OF COTECNA INSPECTION S.A.

I. INTRODUCTION

In December 1998, the United Nations selected a Swiss company, Cotecna Inspection S.A. ("Cotecna"), to conduct inspections of humanitarian goods entering Iraq under the Oil-for-Food Programme ("the Programme"). Cotecna replaced the former inspection company, Lloyd's Register Inspection Ltd. ("Lloyd's") of the Untied Kingdom.
