KYIV, 16 February 2017 - Civilians living in conflict-affected areas on both sides of the contact line in eastern Ukraine continue to experience undue suffering owing to armed violence, insecurity and restrictions imposed by the sides, says a new report issued today by the OSCE Special Monitoring Mission to Ukraine (SMM).

*The SMM continued to observe ceasefire violations in Donetsk and Luhansk regions. The Mission continued to monitor the withdrawal of weapons. The SMM monitored border areas not controlled by the Government. It was restricted in its freedom of movement, including at a heavy weapons holding area and at a border crossing point in an area not controlled by the Government. The SMM continued to facilitate and monitor adherence to the ceasefire to enable repairs to essential infrastructure. The Mission continued to monitor the situation affecting internally displaced persons.

The SMM observed a decrease in ceasefire violations in Donetsk region compared to the previous day. The situation remained stable in Luhansk. The Mission continued to monitor the withdrawal of weapons. It did not observe any live-fire exercises. The Mission facilitated and monitored demining and repair work on both sides of the contact line, and observed the fencing off of a mined area.

The SMM observed a significant increase in ceasefire violations from previous days, both in Donetsk and Luhansk region. The Mission continued to monitor the withdrawal of weapons, facilitated and monitored demining and repair works and continued to monitor the humanitarian situation on both sides of the contact line. The SMM encountered one freedom-of-movement restriction.* The Mission observed protests in other parts of Ukraine calling for the resignation of the Prime Minister.

The SMM recorded a low number of ceasefire violations in Donetsk and Luhansk regions. It experienced freedom-of-movement restrictions in areas not controlled by the Government*. The SMM spoke to medical personnel in Horlivka City Hospital No. 2, where it heard that medication for dialysis patients will run out by 1 January 2016.

The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. Its monitoring was restricted by the parties and security considerations. The situation in Donetsk region and in Luhansk region remained relatively calm and the SMM did not record ceasefire violations on 19 September, but observed six explosions and some small-arms fire on 20 September. The SMM observed tensions but no incidents during the blockade of cargo trucks at three crossing points to Crimea.

The situation at and around the Donetsk airport and Shyrokyne was tense. The SMM observed ceasefire violations in several locations in the Luhansk region. The SMM facilitated a local ceasefire in Raivka (Luhansk region), which allowed for the repairs of an electric substation.

The SMM observed continuing ceasefire violations at and around Donetsk airport. The SMM observed a significant increase of ceasefire violations in the area of Shyrokyne with a total of more than 200 explosions. The SMM spoke to the two individuals held at the military hospital in Kyiv.

The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. The SMM, based on its monitoring – which was restricted by third parties and by security considerations – observed ongoing fighting in and around Donetsk airport, in the environs of Shyrokyne, and – to a lesser extent – in a number of other places. The SMM observed military movement on both sides of the contact line. Azov volunteer battalion members occupied an SMM observation point near Shyrokyne. Numerous peaceful rallies were held throughout the country.*

11 Mar 2015 description

At the Donetsk airport (“Donetsk People’s Republic” (“DPR”)-controlled, 10km north-west of Donetsk) the SMM monitored the recovery of 14 bodies of deceased Ukrainian Armed Forces personnel in the presence of the “DPR emergency services” and the International Committee of the Red Cross (ICRC); the SMM were later informed by the ICRC that the bodies of a total of 16 deceased Ukrainian soldiers had been removed from the airport.

The SMM continued to monitor the situation in the Luhansk and Donetsk regions, focusing on the implementation of the Minsk Protocol and Memorandum. The Ukrainian and Russian heads of the Joint Centre for Control and Co-ordination (JCCC) informed the SMM of an agreed draft schedule for gradual disengagement of forces along the line of contact.
