Hurricanes Irma and Maria: health sector response

In the space of one month, several nations of the Caribbean were ravaged by two category 5 hurricanes packing winds of up to 160 mph (260 km/h). Hurricane Irma passed through 11 islands in the Caribbean starting on 5 September 2017, followed a week later by Hurricane Maria, which impacted six islands, including three in Puerto Rico, Turks and Caicos, and the U.S. Virgin Islands, that had already been hit by Irma. The total population of the islands is 37.2 million people.

Description of the Situation

In November 2015, a group of more than 1,000 Cuban nationals were reported in the border area between Costa Rica and Panama in the community of Paso Canoas, Corredores Canton. Since these people did not meet the migration requirements to enter Costa Rica, a significant build-up of migrants occurred on the Panamanian side of the border as they began to settle in the streets, waiting on a solution to their legal immigration status.

  • Authorities have acted quickly by putting all available resources to meet immediate needs and recovery. The effects are so severe and widespread that it is urgent to continue accompanying these efforts in the affected communities.

This Operation Update Report No. 3 reflects the current situation in Cuba and the progress achieved in planned activities. The activities under Water and Sanitation will no longer be conducted as other actors in the country such as UNICEF and other UN agencies in coordination with the local authorities are covering these needs. The Emergency Appeal is currently being revised and these changes will be reflected. The revised Emergency Appeal will be focused in carrying out roof repairs in coordination with the local authorities.

Description of the Disaster

• November 2015: The authorities at the National Migration Institute (INM for its acronym in Spanish) estimated that around 20,000 people – of mainly Cuban origin – passed through the region in 2014 and 2015.

• August 2016: The INM’s Regional Office and the Centre for Assistance to Irregular Migrants (CAMI for its acronym in Spanish) received requests for assistance from an average of 2,500 migrants per month.

Flooding from the overflow of La Paila river in Corinto (Cauca department) triggered a mudslide that killed six people, injured 60 and destroyed 139 homes, per the Government. The flooding also affected road networks, two health centres and two schools. Authorities have responded with clearing debris and distributing clean water.

Con el objetivo de evaluar daños y definir estrategias, funcionarios de la Organización Panamericana de la Salud y de la Organización Mundial de la Salud en Cuba, visitaron varios de los municipios cubanos más afectados durante el paso del Huracán Irma.

El recorrido contó con la presencia de la Sra. Virginia Andre, Responsable de la Oficina de Ayuda Humanitaria de la Unión Europea (ECHO) para Centroamérica y el Caribe, a través de la cual se recibe un financiamiento para contribuir a la recuperación de las infraestructuras dañadas a causa del desastre natural en la isla.

Durante 40 días los médicos cubanos de la Brigada Henry Reeve brindaron más de 13 mil 500 consultas a los damnificados por el terremoto del 5 de septiembre en el Istmo de Tehuantepec, Oaxaca, según reporte de la prensa local.

El equipo, que llegó a territorio istmeño el 29 de septiembre, realizó 152 cirugías y más de 200 estudios clínicos en el campamento de Ixtepec donde instalaron su equipamiento, todos de forma gratuita.
