Côte d’Ivoire has a more developed public health system than many of its neighbors, but a series of crises and conflicts between 2000 and 2012 weakened health systems and intensified the inequalities between urban and rural areas. However, progress has been made, largely due to a concentrated effort involving the government and national and international partners, including the Global Fund. The Millennium Development Goals of halting and reversing the spread of HIV and malaria have been met, and the country has recently achieved universal coverage of mosquito nets.

Description of the disaster

On the night of 18 to 19 June 2018, stormy rainfall of unprecedented intensity fell on the Côte d’Ivoire capital, Abidjan and many other cities. Following this heavy downpour, several neighbourhoods in Abidjan and in country towns including Tiassalé, Toulepleu, Sanpedro registered significant material and human damage caused by ensuing floods and accompanying landslides in some high-risk areas. These landslides occurred in mainly illegal settlements and Government is taking steps to relocate residents.

Abidjan a accueilli du 26 au 30 mars 2018, un atelier de restitution des résultats de l’évaluation du mentorat clinique des sages-femmes et d’élaboration des recommandations pour le mentorat. Cet atelier, une initiative du bureau régional de l’Afrique de l’ouest et du centre de l’UNFPA (UNFPA-WCARO), en collaboration avec l’OMS, l’UNICEF et la Société Africaine de Gynéco-Obstétrique (SAGO), a vu la participation d’éminents professeurs gynécologues, des sages-femmes et des maïeuticiens venus du Sénégal, du Mali, de la Guinée, de Madagascar, du Burkina Faso et du Benin.

  • UN Environment conducted an independent audit of the sites affected by the 2006 waste dumping from the Probo Koala in various parts of Abidjan, Côte d’Ivoire.

  • The audit finds that none of the sites where waste from the Probo Koala was dumped show contamination exceeding the limits set by the Government of Côte d’Ivoire for remediation. As a result, none of these sites requires additional intervention to clean up contamination from the 2006 dumping event.

Global estimates suggest that approximately 10 million people worldwide are living without any legal citizenship. Stateless persons face overwhelming obstacles that limit their access to basic entitlements and protections, leaving them vulnerable to discrimination and abuse. Research on health and access to care is generally limited among stateless persons and, currently, there is a dearth of information on statelessness and its relationship to gender based violence (GBV).

Highlights

  • WFP continues to provide food assistance to Ivoirian returnees. During the month of August, the pace of return was very slow due to the rainy season and only 675 new returnees were provided with food assistance upon arrival in the country.

  • Critical shortfalls hinder continuous support to people targeted for assistance and longer-term planning for nutrition and resilience activities under the PRRO and the Country Programme.

Voluntary Repatriation of Ivorian Refugees

■ In September 2017, 48 Ivorian refugees have returned from Togo, Ghana and Gambia in dignity and safety with support from UNHCR and its partners.

■ The cities of Guiglo, Tabou and Toulepleu are currently facing heavy rains, which has led to the degradation of roads and the flooding of Guiglo’s Prefecture and General Hospital in the West. Due to the weather conditions, UNHCR’s repatriation and reintegration activities have been slowed down throughout the month of September.

■ Au mois de septembre, 48 rapatriés du Togo, du Ghana et de la Gambie ont été accueillis dans la dignité et la sécurité en Côte d’Ivoire.

■ Les villes de Guiglo, Tabou et Toulepleu sont actuellement sujet de fortes pluies qui ont entrainé la dégradation de routes, l’inondation de la préfecture et de l’hôpital général de Guiglo (Ouest) ainsi que le ralentissement des activités de rapatriement et de réintégration à Tabou (Sud-Ouest).

On the first day of its 16th Meeting, occurring from 16 to 18 May 2017, the Board of Directors of the Trust Fund for Victims ("the Trust Fund") at the International Criminal Court ("ICC") decided to launch a new assistance programme in Côte d'Ivoire to provide physical, psychological rehabilitation and material support for the benefit of victims of crimes under the ICC's jurisdiction. The Trust Fund hopes to have ongoing assistance projects in Côte d'Ivoire in 2018 and has obligated 800,000 EUR for this purpose.

  • The Executive Board approved the 2017-2020 Country Programme for Côte d’Ivoire - which focuses on the three main components of nutrition, resilience and school meals - for a total planned budget of USD 68.4 million.

  • Additional resources for USD 1.4 million are still urgently needed to continue providing balanced and nutritious food to 75,000 school children in the most vulnerable regions, from January to June 2017.
