I. Introduction

1. Dans sa lettre datée du 25 janvier 2017, le Président du Conseil de sécurité a informé le Secrétaire général que le Conseil avait décidé de dépêcher une mission dans la région du bassin du lac Tchad (Cameroun, Tchad, Niger et Nigéria) du 1er au 7 mars 2017. La mission était codirigée par les Représentants permanents de la France, du Sénégal et du Royaume -Uni. On trouvera dans les annexes I et II la composition de la mission et l’énoncé de son mandat.

I. Introduction

1. In his letter dated 25 January 2017, the President of the Security Council informed the Secretary-General that the Council had decided to send a mission to the Lake Chad Basin region (Cameroon, Chad, Niger and Nigeria) from 1 to 7 March 2017. The mission was led jointly by the Permanent Representatives of France, Senegal and the United Kingdom of Great Britain and Northern Ireland. The composition of the mission and its terms of reference are set out in annexes I and II to the present report.

Summary

The present report has been prepared pursuant to General Assembly resolution 46/182, in which the Assembly requested the Secretary-General to report annually to the Assembly and the Economic and Social Council on the coordination of emergency humanitarian assistance. The report is also submitted in response to Assembly resolution 71/127 and Economic and Social Council resolution 2016/9. The period covered by the report is from January to December 2016.

Since 1990, thanks to the actions of millions of people around the globe, extreme income poverty has been cut by almost two-thirds, child mortality has fallen by more than half, and more children are attending primary school than ever before.

But these achievements tell only part of the story.

New IFRC Report calls for greater recognition and support for local humanitarian actors

Local actors are often the most effective in conducting humanitarian operations. However, despite their critical role, they struggle to attract the funding and support they need.

The 2015 World Disasters Report – launched today by the International Federation of Red Cross and Red Crescent Societies (IFRC) – examines the complexities and challenges local actors face in scaling-up and sustaining their humanitarian response.

SUMMARY

This Humanitarian Response Plan has been revised in response to the intensification of the conflict and subsequent deterioration of the humanitarian situation. The Humanitarian Country Team conducted a 'light revision‘' of the plan including a prioritization of life-saving activities and revision of financial requirements. While the substance of the plan remains largely the same, and the scenarios remain valid, the number of people targeted has increased to 3.2 million.

Yemen: The 9 August Al Jawf ceasefire has been broken. Access to people affected by the conflict in Al Jawf is extremely limited due to persistent insecurity, and it is very difficult to obtain information. Almost 3,000 people have died in violence since the National Dialogue Conference took place on 25 January.

Overview

In 2013, the internal policy environment was shaped by the General Assembly which took place in November, and where we saw the endorsement of the revised Principles and Rules for Humanitarian Assistance, a process led by the Programme Services division, and the adoption of the Council of Delegates resolution entitled Strengthening Movement coordination and cooperation which has tasked the Federation and the ICRC to commence a consultation process ensuring the involvement of all components of the Movement.

Central African Republic: Renewed clashes between anti-balaka and Seleka fighters occurred in several locations in central, northern, and southwestern provinces. MISCA soldiers are being redeployed to cover areas previously secured by the Chadian contingent. A Christian religious leader was killed and four were abducted in two northern towns, while 30 Christian civilians were reportedly killed in a central town.

Syria: Violence is intensifying in Damascus, with increased attacks from both the Government and the opposition. In Aleppo, fighting between Syrian troops and opposition fighters is causing further casualties. In the east, infighting between rival opposition factions has led to a reinforcement of Iraqi troops’ positions on the Iraqi side of the border. To date, over nine million people are in need of assistance, and more than 2.6 million have fled the country. In early April, humanitarian assistance was allowed in besieged areas in Aleppo for the first time since June.
