Abnormal rainfall patterns during 2014/2015 have contributed to a spike in food insecurity, which is currently affecting at least 27.4 m people regionally (and this excludes Angola, which has yet to publish official figures; and Madagascar, which did not present to SADC, but where 1.9 m people are food insecure, of which 460,000 people are severely so). In Malawi and Zimbabwe, 2.8 m and 1.5 m people are food insecure respectively.

This report has been developed collectively with humanitarian partners in the region to inform preparedness and advocacy efforts to mitigate and manage humanitarian risk in the Horn of Africa and Great Lakes region . It presents a four-month trend analysis from June to September 2015 and a humanitarian outlook from October to December 2015. It is the second report in the series and updates the previous scenario report which was published in May 2015.
Objectives and activities
In 2015, as the Millennium Development Goals reach their deadline, the world can reflect on real progress. Since 1990, thanks to the actions of millions of people around the globe, extreme income poverty has been cut by almost two-thirds, child mortality has fallen by more than half, and more children are attending primary school than ever before.
But these achievements tell only part of the story.

As the Global Alliance for Clean Cookstoves approaches its fifth anniversary, the United States is pleased to announce that it has not only met, but vastly exceeded that five year commitment. The U.S. investment over these five years ultimately spanned eleven federal agencies, and totaled over $114 million – well over double the original 5-year commitment.
The Council of Ministers declared an institutional red alert on 12 January 2015 after a period of heavy rainfall caused severe flooding across central and northern Mozambique. According to the National Institute of Disaster Management (INGC) 373,026 people were affected in Zambézia, Nampula, Niassa, Cabo Delgado and Manica provinces. 14,361 houses were partially damaged, while 21,780 were completely destroyed. Furthermore, the floods caused extensive damage to public buildings and infrastructure, loss of crops and livestock.

Oxfam helped almost a third more people caught up in humanitarian disasters in 2014-15 as it responded to an unprecedented number of emergencies including the outbreak of Ebola in West Africa and ongoing conflicts in Syria and South Sudan.
The organisation supported 8.1 million people across 39 humanitarian disasters over the year, providing clean water, sanitation and food, compared to 6.1 million across 24 emergencies in 2013-14.
Water is essential to human development and prosperity, but many people still live without reliable access to it. As the number of people in the world increases, water scarcity is forecast to worsen. The Safeguarding the World’s Water report documents USAID’s water sector activities that address key global challenges during fiscal year 2014. The report also shares progress made during the first year of implementing its Water and Development Strategy.
While we must continue to provide assistance to countries in crisis, fragile states and the world’s poorest, development assistance must be more than a tool to merely alleviate the effects of poverty. It must also be a tool to spur transformation. Since 2010, the United States has sharpened the focus of our global development investments to achieve sustainable development outcomes, leverage increased private capital flows, diversify the range of private sector and nongovernmental partners with whom we work, and invested in game-changing innovations.
