Foreword

Since it emerged from over two decades of war 17 years ago, Afghanistan has made steady progress across almost all economic and social sectors: girls are going to school again, all ethnic groups are being given equal rights, and power grids are up and running in much of the country. Unfortunately, many of these development gains have also been quickly lost due to continuing civil unrest, which is destroying infrastructure and preventing both national and international development staff from doing much-needed work in many parts of the country.

UN and Malawi Government sign the new UNDAF 2019-2023

On 19 September 2018, the United Nations and the Government of Malawi signed the new United Nations Development Assistance Framework (UNDAF) which will run from 2019 to 2023. The new UNDAF will succeed the UNDAF which ran from 2012 to 2016 with an extension until 2018.

UN Resident Coordinator Maria Jose Torres described the UNDAF as a strategic, medium term results framework that provides a collective vision and response of the UN System to national development priorities and results.

Our analysis shows that millions of ‘people caught in crisis’ - people living in conflict, and/or who are displaced within their own countries or across borders – are in fact being left behind. Failure to take action now means that the Sustainable Development Goals (SDGs) will not be met, undermining the credibility of the international community and leaving millions to die unnecessarily.

Saving lives through SAFE cooking

WFP works to ensure that the food assistance provided can be consumed as safely and nutritiously as possible. While cooking may be thought of as a safe activity, in many circumstances, especially humanitarian settings, it poses serious health, safety and environmental risks. In the Democratic Republic of Congo (DRC), internally displaced populations are facing severe challenges related to the lack of access to cooking fuel. Most households depend largely on firewood and charcoal for domestic energy needs, including cooking.

1. EXECUTIVE SUMMARY

Southern Africa continues to recover from the 2015/2016 El Niño-induced drought, which by January 2017 had affected about 41 million people across the Southern Africa Development Community (SADC)1. The substantial government- and SADC-led response, supported by $900 million from the international humanitarian community2, empowered farmers to take advantage of a good 2016/2017 rainfall season, delivering an April 2017 cereal harvest 3 per cent above the 5-year average.
