In Rwanda, ACORD’s overarching goal is to engage communities in the construction of a just and equitable society where people coexist in peace and dignity, and become responsible for their own development. The objective is to strengthen the livelihoods of the rural population, in particular marginalised and vulnerable groups, and their capacity in achieving inclusive and sustainable livelihoods through resilient ecosystems, productive employment, and entrepreneurship.

I wish to refer to the open debate on “Maintenance of international peace and security: prevention and resolution of conflicts in the Great Lakes Region”, scheduled to be held during the meeting of the Security Council on 21 March 2016.

Following consultations between the Department of Political Affairs of the United Nations Secretariat and the Permanent Mission of Angola to the United Nations, I have the honour to transmit herewith the Great Lakes Regional Strategic Framework 2016-2017 (see annex), which shall be officially launched during the open debate.

This report has been developed collectively with humanitarian partners in the region to inform preparedness and advocacy efforts to mitigate and manage humanitarian risk in the Horn of Africa and Great Lakes region . It presents a four-month trend analysis from June to September 2015 and a humanitarian outlook from October to December 2015. It is the second report in the series and updates the previous scenario report which was published in May 2015.

BACKGROUND

Kambioos is the newest of the five Dadaab camps. It was established in August 2011 and officially recognized by the Kenyan government in January 2013. The camp was originally planned for a population of 100,000 and can help reduce the population pressure in other camps. Relocation of people from the overcrowded outskirts of Hagadera has started and Kambioos has been receiving urban refugee from Nairobi.

BACKGROUND

Established in 1991, Ifo is the oldest of the five refugee camps in Dadaab, currently accommodating refugees from ten countries. Due to the influx of new arrivals fleeing war and famine in Somalia in 2010/11, the neighbouring Ifo 2 camp was established in 2011 to decrease population pressure in Ifo.

BACKGROUND

Ifo 2 is one of the newest refugee camps in Dadaab. It was opened in July 2011, to decongest Ifo and Dagahaley camps. Ifo 2 is divided into two sub-camps, Ifo 2 East and Ifo 2 West, and demarcated into 18 sections comprising of four to nine blocks each.

Yemen: The 9 August Al Jawf ceasefire has been broken. Access to people affected by the conflict in Al Jawf is extremely limited due to persistent insecurity, and it is very difficult to obtain information. Almost 3,000 people have died in violence since the National Dialogue Conference took place on 25 January.

Main Highlights

  • The number of South Sudanese refugees assisted since 16 December 2013 is now 110,657 in Adjumani, Arua and Kiryandongo districts of Uganda. Together with those registered in Kampala (3,636), the total number assisted is now 114,293.

  • A PSN verification exercise was concluded in Kiryandongo and one is underway in Arua for refugees in Koboko (Congolese) and Rhino Camp (South Sudanese).

1) Context

By 2020 Rwanda aims to complete its transformation from a poor, post-conflict nation to a thriving, middle income, regional trade and investment hub. But Rwanda’s progress will stall without transformative changes that: create wealth and investment and invigorate the private sector, improve basic services, increase the accountability of the state to its people, and address potential causes of conflict and fragility, especially regional instability.
