Group of Seven leaders meeting in Taormina, Sicily, this week should take the lead in fighting famine and immediately fund nearly half ($2.9 billion) of the UN’s urgent appeal to avoid catastrophic hunger and more deaths, urged Oxfam today. Without an immediate and sweeping response, this crisis will spiral out of control.

Further delay will cost more lives.

The present report has been prepared pursuant to General Assembly resolution 46/182, in which the Assembly requested the Secretary-General to report annually to the Assembly and the Economic and Social Council on the coordination of emergency humanitarian assistance. The report is also submitted in response to Assembly resolution 71/127 and Economic and Social Council resolution 2016/9. The period covered by the report is from January to December 2016.

Drought. Disease. Earthquakes. Hurricanes. More than 10.6 million people across Latin America and the Caribbean were affected by these disasters in 2016.

Each emergency presented its own set of challenges, whether it was addressing affected livelihoods, the safety of families forced to flee from violence, the growing risk of vector-borne diseases or the sheer scale of major disasters such as the earthquake in Ecuador (April 2016) and Hurricane Matthew in the Caribbean (October 2016).

Global defences against universal transboundary threats to health, like climate change, air pollution and antimicrobial resistance, depend on WHO’s role as a guardian of public health. This role involves tracking rapidly evolving threats, quantifying the harm to health, and sounding the alarm. WHO also works to raise political awareness and extend advice on the best protective strategies for safeguarding public health. In these – as in many other areas – protective strategies require collaboration with multiple non-health sectors.

Not only is the city already exposed to multiple natural hazards, a changing climate will amplify many of the adverse impacts into the future. The Norwegian Refugee Council’s (NRC) latest data shows that 438,000 people in Somalia have been displaced since November, by the worst drought the country has experienced in 20 years.

“Over 3,000 people a day are being forced to abandon their homes in search of water and food. This is the highest displacement we’ve witnessed since the 2011 famine, and it’s spiralling higher each day,” said NRC’s Country Director in Somalia, Victor Moses. “The indicators are lining up dangerously with what we saw in the lead up to the 2011 famine.”
