Aid organisation CARE International today issued a new report highlighting the top ten most underreported humanitarian crises of 2016.

The report, Suffering in Silence, features food crises in Eritrea, Madagascar, North Korea and Papua New Guinea; conflicts in Burundi, Lake Chad Basin, Democratic Republic of Congo, Central African Republic, Sudan and last year’s monsoon floods in Bangladesh.

EXECUTIVE SUMMARY

This UN Strategic Framework (UNSF) sets out the agreed priorities for the UN's country-level work in the Democratic People's Republic of Korea (DPRK) over the five year period 2017-2021. It replaces the previous framework, which covered the period 2011-2016. It has been agreed and co-signed by both the Government and the UN's Country Team, led by the Resident Coordinator. All parties have committed to implementing the provisions of the Strategic Framework in good faith.

Access to people affected by the conflict in Al Jawf is extremely limited due to persistent insecurity, and it is very difficult to obtain information. Almost 3,000 people have died in violence since the National Dialogue Conference took place on 25 January.

Central African Republic: Renewed clashes between anti-balaka and Seleka fighters occurred in several locations in central, northern, and southwestern provinces. MISCA soldiers are being redeployed to cover areas previously secured by the Chadian contingent. A Christian religious leader was killed and four were abducted in two northern towns, while 30 Christian civilians were reportedly killed in a central town.

Syria: Violence is intensifying in Damascus, with increased attacks from both the Government and the opposition. In Aleppo, fighting between Syrian troops and opposition fighters is causing further casualties. In the east, infighting between rival opposition factions has led to a reinforcement of Iraqi troops’ positions on the Iraqi side of the border. To date, over nine million people are in need of assistance, and more than 2.6 million have fled the country. In early April, humanitarian assistance was allowed in besieged areas in Aleppo for the first time since June.

The United Nations Strategic Framework is a planning framework for the programmes and operational activities of the United Nations system in the Democratic People’s Republic of Korea for the period 2011-2015. It is the culmination of a year-long process, involving consultations between resident and non-resident agencies, government representatives, NGOs, donors and other partners to reach a common understanding on the goals and objectives which will guide the collaborative work of the United Nations agencies in the coming period.
