Foreword

On 8 October 2018, the IPCC will publish its long awaited report on limiting climate change to 1.5ºC. The report will underscore the increasing vulnerability of planetary systems to increasing temperatures. One recent study notes that limiting warming to 1.5ºC is at the high end of what we currently experience, while 2ºC would take us into a climate regime unparalleled in human history.

Foreign Secretary Boris Johnson and Foreign Affairs Minister Winston Peters announce closer cooperation between the United Kingdom and New Zealand in the Pacific Islands region, following a meeting in London.

During the meeting, which took place at the Churchill War Rooms, Mr Johnson and Mr Peters also exchanged views on a wide range of foreign policy issues of concern to both countries, including defence and security challenges and the importance of cooperation to preserve and advance the international rules-based system at a time when it is under stress.

Last July 21, 2017, PAGASA Administrator, Dr. Vicente Malano, and Met Office Director for Meteorological Science, Dr. Simon Vosper, signed the agreement, which also marks the official launch of the Weather and Climate Science for Service Partnership (WCSSP) Southeast Asia Programme in the Philippines.

Disaster Resilience – defined by DFID as “the ability of countries, communities and households to manage change, by maintaining or transforming living standards in the face of shocks or stresses – such as earthquakes, drought or violent conflict – without compromising their long-term prospects” – is now a prominent concept in DFID’s strategy.

With several African countries threatened by famine and fears that climate change is increasing the frequency of extreme weather events, this is an opportune time to assess the performance of DFID’s programming on disaster resilience.
