The child protection sector in Syria is comprised of approximately 58 partners including, UN, INGO, Syrian NGO and government agencies operating in 13 governorates. The sector works to prevent and respond to abuse, neglect, exploitation and violence against children through strengthening community-based child protection programming, including psychosocial support, provision of specialized child protection services, mine/explosive remnants of war risk education and strengthening the capacity of frontline workers and volunteers to respond to child protection issues

From January to October 2016, the Protection sector has conducted 5.8M interventions in 218 out of 272 sub-districts in Syria through one or more of its prevention/risk mitigation, response or capacity building activities. Prevention/risk mitigation activities conducted by sector members include awareness raising, risk education, community based psychosocial support, protection monitoring etc and response services like individual and group psychosocial support, case management, referrals to other services, material/cash assistance etc.

The introduction of the Minimum Standards for Child Protection (CPMS) in Humanitarian Action created the opportunity for renewed focus on the physical dangers and injuries that children experience during emergencies as a specific life saving child protection need. Standard #7 on Dangers and Injuries states that girls and boys are protected against harm, injury and disability caused by physical dangers in their environments, and the physical and psychological needs of injured children are responded to in a timely and efficient way.

INTRODUCTION

This is the eighth Protection Trends report prepared by the South Sudan Protection Cluster (PC) in close collaboration with Child Protection, SGBV and Land Mines and Explosive Remnants of War sub-clusters, and other protection actors.

The report provides an overview of the protection situation highlighting the main threats to civilians that have caused displacement, and describes trends on issues reported and observed in the second and third quarters of 2016 (1 April through 30 September).

  • Human Rights: The 15th Report of the UN Human Rights Monitoring Mission in Ukraine released by OHCHR in September 2016 describes the deterioration of the human rights situation in eastern Ukraine, as a result of escalating hostilities between June and August, and the continued disregard for the protection of civilians by both sides to the conflict.

PROTECTION CONCERNS

  • In July 2016, the number of civilian casualties in the conflict zone of eastern Ukraine recorded by OHCHR was the highest since August 2015, with 73 cases recorded. The major cause of civilian casualties - 38 cases - was shelling from heavy artillery systems, which are prohibited by the Minsk Agreements. In addition, 26 civilian casualties were caused by mines, ERWs, booby traps and IEDs.
