In recent days, Afghan government officials have raised the possibility of standing up a new militia force, the Afghan Territorial Army (ATA), modelled after both its Indian namesake and the Afghan Local Police (ALP). AAN understands that President Ghani is currently considering a pilot project for the ATA in the Achin and Kot districts of southern Nangrahar. This is, of course, the stronghold of Islamic State Khorasan Province (ISKP), the local franchise of Daesh and the centre of the United States’ and Afghan government’s battle against it.

Furthermore, owing to the violence in Rakhine State of Myanmar, a large number of people fled to Bangladesh’s border area Cox’s Bazar, adding burdens to the already suffering region. All these disasters and issues lead to shortage of resources and rising humanitarian needs. People are in urgent need for relief service and materials, including temporary shelters, food, water, sanitations, daily necessities, medical service and psychological support.

Between September 18 and 19, 2017 and only a few days after hurricane Irma, another powerful tropical cyclone, Maria, also classified as a category 5 hurricane, hit several islands of the Caribbean {mainly Dominica, Guadeloupe or Puerto Rico}. The islands of Guadeloupe and Martinique endured widespread flooding, damaged roofs and uprooted trees, and two deaths are reported in Guadeloupe.

The Government chief arrived in Nghệ An Province’s Cửa Lò Town after the typhoon wrought havoc there a day earlier, destroying more than 350 houses and uprooting over 500 trees.

The PM also visited Nghi Hải primary school in the town’s Nghi Hải Ward, where the roofs of many classrooms were blown away, with total losses of about VNĐ1 billion (US$44,400).
