Geneva/Antananarivo, 18 October **–** The Secretary General of the International Federation of Red Cross and Red Crescent Societies (IFRC), Elhadj As Sy, arrives later today in Madagascar as the Red Cross response to the plague outbreak continues.

Mr Sy will spend Thursday 19 October meeting with Red Cross officials and volunteers involved in the response, as well as senior government figures. Mr Sy will announce a major international appeal for Madagascar.

The main source of local news and information in the southeastern town of Bangassou and the surrounding region, Radio Mbari has been harassed and threatened repeatedly by rival armed factions, which accuse it of not broadcasting their messages with sufficient readiness.

UNHCR in 2017 – by the numbers

As of September 2017, UNHCR’s budget is at an historic high of $7.763 billion, which is currently 46% funded

This growth is concurrent with the unabated levels of global displacement, with 67.7 million people of concern to UNHCR worldwide.

The funding gap is widening, now standing at 54%. Based on indications received from donors and analysis of funding trends, UNHCR estimates the gap may reduce to 47% by year’s end.

Many of these people remain in displacement across the country, as conflict prevents them from returning to their areas of origin.
