From 1 July UNMAS (United Nations Mine Action Service) staff transitioned to support the mandate of the United Nations Support Mission in Libya (UNSMIL) and now form the Arms and Ammunition Advisory Section; a small team within the larger Security Sector Advisory Coordination Division of the mission.

After the request, two weeks ago, from the Higher Security Council (HSC) of Sirte for international NGO’s to evacuate from the town, all the operations in Sirte have been suspended. However, during the reporting period, Sirte-based international NGOs accompanied LMAC to the town of Waddan and Houn in Al-Jufra region and several sites were visited.

In addition to clearance operations and Risk Education seesions, one JMACT partner is preparing education and communication materials on Small Arms and Light Weapons, and establishing a data collection procedure.

DCA teams have continued the clearance of the 500m boundary around the Police station in Dafniya, to the west of Misrata. In total 4 complete ERW and 7 partial mines / fusing systems were found.

One area inside the boundary remains unsearched as the vegetation is so overgrown it makes the area too dangerous to enter. Whilst DCA has completed a visual search on this area there does remain a residual threat of items being sub-surface and further a strong possibility of ERW having been pushed mechanically into the sand berms around the town.

In Misrata, this week has seen the EOD Team busy with visits to Katiba (Individual Brigade) storage areas. With written permission from Katiba Commanders, and in consultation with the Military Council, three Katibas were visited and items deemed unusable by the Commanders were removed. Advice on safe storage – especially of White Phosphorous - was given. A list of items to be destroyed has been passed to the Military Council as well as JMACT.

As a result of last week’s request from the Higher Security Council (HSC) of Sirte for International NGO’s to evacuate the town, a total of 8 clearance teams have been unable to work. Whilst communications are on-going with the local authority to resolve the situation, the impact is significant, representing a 35% reduction in clearance capacities on the ground for the past two weeks.

JMACT partners in Sirte completed their clearance of the power plant site. This work was completed swiftly and efficiently and now that the area is safe having removed a total of 106 items of UXO, 26Kg of Small Arms Ammunition and 7Kg of loose propellant. Construction at the site can recommence thus providing employment for many hundreds of local people. The teams have moved back to other tasks including clearance along the Sirte Beach front, an area that will be more commonly used during the summer season.

MAG’s clearance teams found and removed 998 ERW items this week. The eight clearance teams conducted 25 EOD spot tasks and 34,500m²of BAC. Clearance tasks were conducted in a home and across18 farms, as well as at the Ammunition Storage Area (ASA) in Misrata and the power plant in Sirte. MAG’s CLO and RE teams across the country delivered 39 Risk Education sessions this week to 1,141 direct beneficiaries.

The HI clearance assets in Sirte have been involved in the aforementioned joint task at the power plant construction site. In addition the Medical Coordinator continued training of local medics. The clearance teams in Misrata cleared a total of 178 dangerous items clearing 7 farms, 3 residential houses and the university construction site of explosive remnants of war.

JMACT partners have this week worked together to clear the area surrounding the Sirte power plant building site. FSD, DDG, HI and MAG worked together to clear 1,255,330m2 and a total of 93 items of UXO, 24Kg of SAA, and 6Kg of loose propellant all of which was moved safely to the central demolition site for safe storage before it is destroyed. It is expected that clearance of the site will be complete in one to two weeks.

Land cleared of ERW able to be used safely by Libyan Farmers

During this week, the JMACT partners have cleared over 5,000 items of ERW and well over 1,000,000 m2 of land. Clearing and releasing land can prove hugely beneficial to a local community. Farmland can once again be cultivated safely, providing food and income for farmers; and children can play in areas without fear of finding dangerous items, thus providing peace of mind for the whole family.

Unexploded Ordnance in Libya Claims Another Victim

In the past week, one incident involving to unexploded ordnance (UXO) was reported in Libya, resulting in one fatality. The incident occurred in Misrata and Initial reports suggest that a group of friends came across a rocket propelled grenade and were tampering with it when it exploded, killing a 22 year old. Incidents like this continue to occur on a weekly basis and will only stop through removing and safely destroying the items and educating the local people of the dangers they pose.

Last week, Handicap International reported an accident in Sirte that injured four young adults when one of them picked up an explosive device and threw it away.
