Introduction

About 200 highway bridges and numerous rail bridges were damaged during the March 11th earthquake by effects ranging from span unseating, ruptured bearings, and column shear failures, to foundation scour and approach fill settlements.
The causes can be broadly classified in two categories: ground shaking, including ground failure (liq-uefaction); and tsunami inundation. The tsunami was responsible for the damage in about one-half of the bridges.

Introduction

Japan has a long history of great earthquakes and the highest frequency of tsunamis in the world. On March 11, 2011, at 2:46 p.m., the Mw 9.0 subduction earthquake generated a tsunami of unprecedented height and spatial extent along the coast of the main island of Honshu. Japan is located near the meeting point of the Eurasian Plate, the Philippines Sea Plate, the North American Plate, and the Pacific Plate. Off the Tohoku (literally, northeast) coast, the Japan Trench forms where the Pacific Plate subducts beneath the North American Plate.

EXECUTIVE SUMMARY

A field reconnaissance in Haiti by a five-member team with expertise in seismology and earthquake engineering has revealed a number of factors that led to catastrophic losses of life and property during the January 12, 2010, Mw = 7.0 earthquake. The field study was conducted January 26 - February 3, 2010, and included investigations in Port-au-Prince and the heavily damaged communities to the west, including Léogâne, Grand Goâve, Petite Goâve, and Oliver.

Introduction:

This paper presents my observations, a structural engineer who arrived in Haiti the evening of February 11th, 2010 to assist where my expertise could best be put to use. In the two days I have been here I have gathered a variety of information on the housing problem in Haiti. In this paper I present my current understanding of various groups large and small, highly organized, and trying to get organized around the issue of housing. A key element is that housing is only one of many key issues that need immediate attention.

Much of the discussion on the following pages echoes the findings of several National Academy of Science reports, particularly a report on Facilitating Interdisciplinary Research published in 2005 (NAS 2005). That report, prepared by the Committee on Facilitating Interdisciplinary Research and the Committee on Science, Engineering and Public Policy, makes a number of recommendations targeted at academic institutions, industry, funding organizations and professional societies.
