The security situation in the northern Caucasus is still highly volatile. In Chechnya
especially, kidnappings and assassinations are still common, despite considerable
efforts made by the authorities since the elections in January.
At the same time, the need for humanitarian assistance is evident, especially
among vulnerable groups such as displaced people, the elderly and the disabled.
