The Committee on the Protection of the Rights of People Living with HIV and those at Risk, Vulnerable to and Affected by HIV (the Committee), a subsidiary mechanism of the African Commission on Human and Peoples’ Rights, joins the entire world in celebrating World AIDS Day on 1 December of each year.

This year’s theme “HANDS UP FOR HIV PREVENTION” reminds of the crucial importance of supporting a strategic and enhanced mobilisation worldwide, especially through information, training and awareness-raising actions at all levels in the fight against the pandemic.

The African Commission on Human and Peoples’ Rights (the Commission) is deeply concerned by the events unfolding in the Federal Democratic Republic of Ethiopia.

Protests reportedly began in the Oromia region in November 2015, opposing the Federal Government’s plan to expand the boundaries of Addis Ababa. Reports indicate that despite the termination of the expansion plan, the protests continued due to the detention of activists, the use of excessive force, and killing of protestors by law enforcement officers.

At the invitation of the Government of the Democratic Republic of Congo (DRC), and in accordance with Article 45(1) of the African Charter on Human and Peoples’ Rights (the Charter), a Delegation of the African Commission on Human and Peoples’ Rights (the Commission) undertook a human rights promotion mission in the DRC from 6 to 12 August 2016.

Final Communiqué

Acting on the request from the Peace and Security Council of the African Union, a Delegation of the African Commission on Human and Peoples’ Rights (the Commission),  undertook a fact-finding mission to the Republic of Burundi from 7 to 13 December 2015. The mission was carried in accordance with the promotion and protection mandate of the Commission and pursuant to Article 45 and 58 of the African Charter on Human and Peoples’ Rights. A Delegation of the African Commission on Human and Peoples' Rights (the Commission) established during the 57th Ordinary Session of the Commission has started a fact-finding mission to Burundi from 7 to 13 December 2015. The mission is launched following the decision of the Peace and Security Council of the African Union, which in communiqué IV, PSC/PR /COMM.(DLI) requested the Commission to urgently undertake an in-depth investigation into the violation of human rights and other abuses against civilian populations in Burundi.

The Special Rapporteur on Human Rights Defenders in Africa, Ms. Reine Alapini-Gansou, expresses her deep concern at the suspension of ten (10) non-governmental organizations (NGOs) by the Government of Burundi.

According to information we received, on 23 November 2015, the Minister of Interior of Burundi issued decree nr. 530/1597 suspending ten (10) NGOs working for the protection of human rights. We have been informed that this suspension is related to an investigation on allegations of inciting violence during Burundi’s recent periods of instability.
