The topic of vulnerability is one that has been on the agenda of the countries within the Greater Caribbean, and in particular those of the insular Caribbean for a long time. In the context of disaster risk reduction, vulnerability formally refers to "the characteristics of a person or group and the situation that influences their capacity to anticipate, cope with, resist, and recover from the impacts of a natural hazard. The concept is relative and dynamic, and in many cases is intrinsically associated with poverty.

Port of Spain (November 3, 2006) - On October 16, 2006, the Government of the Republic of Turkey presented a cheque for US$ 15,000 to the Association of Caribbean States (ACS) for its work in the field of disaster reduction in the Greater Caribbean.
