(Nairobi, June 21, 2017): The Regional Durable Solutions Secretariat (ReDSS), welcomes the Solidarity Summit on Refugees taking place on the 22nd – 23rd June, 2017 in Kampala, Uganda. The Summit is a key opportunity for the international community and partners to support Uganda’s tremendous effort in implementing its progressive refugee policy model despite hosting large numbers of refugees.

Situation analysis

The search for durable solutions to the protracted displacement situation in the region is a key humanitarian and development concern. This is a regional/ cross border issue, dynamic, with a strong political dimension, and which demands a multi-sectorial response that goes beyond the existing humanitarian agenda.

(Nairobi, March 24, 2017): The membership of the Regional Durable Solutions Secretariat (ReDSS), Somalia NGO Consortium and the Inter-agency Working Group (IAWG) welcome the Special Summit of the IGAD Heads of State on Durable Solutions for Somali refugees taking place on the 25th March, 2017 in Nairobi, Kenya. This Summit and its expected Comprehensive Plan of Action is convened at a time when almost one million Somalis refugees are displaced within the East and Horn of Africa region.

Building on previous ReDSS studies and recommendations, in order to examine the issue of early solutions planning, the study focuses specifically on refugees who have sought asylum in Kenya and Uganda since the outbreak of conflict in South Sudan in December 2013. Between them, Uganda and Kenya are hosting just under half of the 943,803 South Sudanese refugees registered by UNHCR since December 2013.

Why focus on Early Solutions Planning?

Current studies and literature have argued that strategies for solutions should start at the onset of displacement. Solutions planning is most commonly initiated after displacement becomes protracted, by which point refugees are often dependent on humanitarian assistance.

By reviewing existing initiatives, frameworks and commitments in the search of durable solutions in the region, this study conducted by Samuel Hall looks at good practices, challenges and opportunities.
