New Europol report on child trafficking provides up-to-date intelligence picture on criminal phenomenon One of the most serious aspects of this phenomenon is the role of the family, with Europol receiving regular notifications of children being sold to criminal networks by their families. In some cases they engage directly in the trafficking and exploitation of their own children.
On 15 October 2018, the Council discussed and adopted conclusions on the Central African Republic.
In its conclusions, the Council underlines that the situation in the Central African Republic (CAR) is still very fragile and that the EU remains engaged in support of the country. The EU emphasises the need to continue working, through its various instruments, to help the CAR get back on the road to stability, peace and development and to meet the aspirations of its entire population for lasting peace and reconciliation.
In the first nine months of 2018, the number of irregular border crossings into the EU via the top four migratory routes fell by a third from a year ago to about 100 100, mainly because of lower migratory pressure on the Central Mediterranean route.
In September, some 12 900 irregular crossings were detected on the main migratory routes into the EU, 21% fewer than in the same month of last year.
The guidelines produced during the project DARWIN and provided in this document represent 13 topics belonging to 6 higher-level themes, captured in the table below. The topics, addressed through Capability Cards, capture a significant amount of information, structured around five main sections:

The Council today adopted conclusions on climate change which emphasise the unprecedented urgency which is needed to step up global efforts to avoid the dangerous effects of climate change. Climate change is happening and its effects are being felt all over the world. Environment ministers are sending a strong political signal in these conclusions, which constitute the basis for the EU's position at the forthcoming COP24 climate conference in Katowice, Poland, in December.
The European Union is a strong supporter of the Action for Peacekeeping initiative of Secretary-General Guterres, as well as of the Declaration of Shared Commitments on UN Peacekeeping Operations. And it will continue to play an active and constructive role in the negotiations on the budget concerning this priority. But let us also be frank: UN peacekeeping must become far more effective and efficient so as to confront the new conflicts and crises that arise every day around the world.
Five months after the outbreak of social protests in Nicaragua, the situation in the country remains of serious concern to the European Union and its Member States. Basic principles of democracy, accountability and rule of law continue to be severely undermined by the repressive environment, which creates a climate of fear and mistrust. The national dialogue with the aim of reaching political solutions to these problems is now stalled due to lack of engagement by the authorities.
The Somaliland Ministry of education, jointly with education partners including the European Union and the Global Partnership for Education, conducted the annual Joint Review of the Education Sector (JRES) on 17-18 September 2018 in Hargeisa. They reviewed the performance of education against the targets of the Somaliland Education Sector Plan 2017-2021, which was being reviewed for the first time. Together, they prepared an action plan for education targets to be achieved in 2019.

We, the International Election Observer Missions present for the 30 July Harmonised Elections in Zimbabwe, while appreciating the generally peaceful and orderly pre-electoral environment and on voting day, express our grave concern about the regrettable outbreaks of post-election violence.
