Three years after the G8 Summit at L’Aquila, Italy, the international community recognizes the importance of food security to development, inclusive economic growth and the dignity of all women and men. In that spirit, we welcome the success of the Comprehensive Africa Agriculture Development Program (CAADP) in demonstrating African ownership and leadership, its call for expanded public and private investment in agriculture, and desire to build on the progress that African governments have made in advancing a vision for agricultural development in Africa.

G8 Summit of Deauville - May 26-27, 2011

1. The G8 and Algeria, Egypt, Ethiopia, Nigeria, Senegal, and South Africa, and the African Union Commission, highlight the importance of an enhanced partnership between the G8 and Africa. Africa is on the move, and is becoming a new pole for global growth, even if challenges to be addressed remain, particularly in the least developed countries. The G8 and Africa stand side-by-side during this key time of change.

G8 Summit of Deauville - May 26-27, 2011

1) The changes under way in the Middle East and North Africa (MENA) are historic and have the potential to open the door to the kind of transformation that occurred in Central and Eastern Europe after the fall of the Berlin Wall. The aspiration of people for freedom, human rights, democracy, job opportunities, empowerment and dignity, has led them to take control of their own destinies in a growing number of countries in the region. It resonates with and reinforces our common values.

G8 Foreign Ministers met in Paris on 14-15 March. They offered their sympathy and condolences to the Japanese Government and people. G8 countries are ready to provide Japan with every help to overcome the consequences of the disaster. Ministers thanked their Japanese colleague, Takeaki Matsumoto, for his extensive briefing on the latest developments of the situation. They expressed their full confidence in the ability of the Japanese Government to solve the crisis and paid tribute to the courage and dignity shown by the people of Japan.

G8 Ministers and senior officials responsible for development cooperation met in Halifax on April 27 and 28, 2010 to lay the foundations on development issues for the G8 Muskoka Leaders' Summit in June 2010. The Minister of Health of Mali, as well as senior representatives from the Organisation for Economic Co-Operation and Development (OECD), the United Nations and its agencies and the World Bank also participated in the meeting - all of whose contributions enriched the discussions.

We, the foreign ministers of the G8, reaffirm our collective commitment to support Afghanistan on its road to peace and stability. As noted by G8 foreign ministers and most recently last June at the Trieste ministerial meeting, stability in Afghanistan and the surrounding region is crucial to stemming terrorism with a global reach. Afghanistan's recovery from years of conflict and repressive Taliban rule is advancing steadily. However, we acknowledge that many challenges continue to hinder reconstruction efforts.

We, Heads of State, Government and International and Regional Organizations convened in L'Aquila, remain deeply concerned about global food security, the impact of the global financial and economic crisis and last year's spike in food prices on the countries least able to respond to increased hunger and poverty. While the prices of food commodities have decreased since their peak of 2008, they remain high in historical terms and volatile.

Introduction

At the 2008 Hokkaido Toyako Summit, the G8 placed accountability firmly on its agenda by releasing the first reports on the implementation of past commitments and by requesting additional reports for the future. In view of the L'Aquila Summit, to improve transparency and effectiveness, G8 countries decided to strengthen their accountability with respect to G8 individual and collective commitments, starting from development and development-related goals.

1. We, the Foreign Ministers of Afghanistan, Pakistan and the G8, affirm our commitment to working together to address the challenges that affect Afghanistan and the region. Insurgency and terrorist activities, narcotics, trafficking, corruption, human rights violation and limited economic opportunities need to be tackled with resolve wherever they appear.

2. Foreign Ministers acknowledge that the pursuit of peace, stability and development in Afghanistan, Pakistan and the region are linked.
