20 November 2007, Dhaka, Bangladesh - On the 15th November cyclone Sidr hit the southern Bangladesh coast with winds of up to 240km per hour, flattening houses and crops, and leaving a trail of devastation. The Bangladesh Ministry of Disaster Management estimates the death toll to be 2,625, although the Bangladesh Red Crescent estimates it could actually be as high as 10,000. Over 4 million people are affected and more than 900,000 houses damaged.

After more than six years of dedicated research and extensive consultation, involving so many disaster survivors, aid workers, supporters and specialists that it is actually impossible to acknowledge them all individually, here at last is the HAP 2007 Standard in Humanitarian Accountability and Quality Management.

Above all else, I want take this opportunity to express my heartfelt thanks to all those people who have contributed their time, energy and knowledge to this important project, and to congratulate them on their wonderful achievement.

Après plus de six années de recherche et de consultations approfondies impliquant tant de survivants
de catastrophes, de bénévoles et d'employés d'organisations humanitaires, de partisans et de
spécialistes, qu'il est impossible de remercier chacun de façon individuelle, voici enfin la Norme HAP
2007 de redevabilité humanitaire et de gestion de la qualité.

Presentamos la Norma HAP 2007 de responsabilidad humanitaria y gestión de calidad, después de más de seis años de gran dedicación a la investigación y de amplias consultas en las que participaron tantos sobrevivientes de desastres, trabajadores de la ayuda humanitaria, simpatizantes y especialistas, lo cual hace imposible hacerle un reconocimiento a cada uno.
