The Rapid Response Mechanism (RRM) is designed to monitor humanitarian action, conduct multisector assessments, emergency non-food items distributions (NFI) and water, sanitation and hygiene interventions (WASH) when there is no capacity on site. Currently, RRM is made possible through the generous support of the European Union Civil Protection and Humaniarian Aid Office (ECHO), the Office of U.S. Foreign Disaster Assistance (OFDA), the Swedish International Development Cooperation Agency (SIDA) and the Swiss Agency for Development and Cooperation (SDC).

I- CONTEXTE ET JUSTIFICATION DE L’INTERVENTION

Le 22 Juin 2018, deux véhicules venus de Bambari ont subi des coups de feu venant des présumés GBK de Grimari, installés à Scieurs. Une femme et un enfant auraient perdu la vie à l’issue de ces tirs. De plus, un peuhl éleveur était également tué par les GBK dans la zone. Suite à cette situation, les éléments GSA installés à Mbrès Centre ont lancé des menaces de représailles conduisant à un déplacement des habitants de Scieurs vers la brousse.

One year passed since the beginning of the exodus of an estimated 706,000 Rohingya refugees from Rakhine State, Myanmar to Cox’s Bazar, Bangladesh following what the UN High Commissioner for Human Rights called a “textbook example” of ethnic cleansing. The newly arrived Rohingya in Cox’s Bazar have joined hundreds of thousands who were part of previous waves of displacement from Myanmar.

Les affrontements déclenchés dans la nuit du 22 au 23 juin 2018, dans les villages Yafara ; Sidere ; Maromba et Zaïre entre les GBK et GSA ont été le début de la crise sur l’axe Mbrès –Ndomété.
A partir du 24 24/06/2018, la crise s’est étendue sur les autres villages de l’axe à savoir Yagoussou , Ndanika, Maorka, Nguimalé, Mboutou et Kangou.

La zone d’intervention se situe dans la partie au Nord de la RCA en préfecture de l’Ouham souspréfecture de Bouca, commune de Laddy- Gbaoui. Cette zone en vocation agricole est depuis 2014 victime des crises récurrentes d’une part entre les groupes armés et d’autre part les tensions entre les agriculteurs sédentaires et les éleveurs en transhumance dans la région.
