I would take this opportunity to update you and Members of the Council since my briefing, which took place last week in New York. Today, I will focus particularly on an update after my consultations in Damascus two days ago.

Following the Secretary-General’s meeting with Syria’s Deputy Prime Minister and Minister of Foreign Affairs Moalem during the General Assembly, I met Minister Moalem in Damascus on 24 October.

We meet today in the wake of yet another series of violent escalations that threatened to plunge Gaza into war.

Over the past several weeks, Special Coordinator Mladenov has led unprecedented UN efforts, with the Government of Egypt and other regional and international partners, to prevent another devastating outbreak of hostilities, respond to the most urgent humanitarian needs, and support intra-Palestinian reconciliation.

In stakeholder reporting on implementation of WHS commitments, Member States stressed their efforts to bring about a more coherent and coordinated approach within their national governments, including by integrating conflict prevention.

In consultation with the Ministry of Foreign Affairs, the Liaison Office will be closed within the next three months.

This Annual Report highlights the impact of the Joint UNDP-DPA Programme on Building National Capacities for Conflict Prevention. In 2017, the Joint Programme provided support to more than 60 countries, including through the deployment of Peace and Development Advisors. Peace and Development Advisors are at the forefront of the Programme’s efforts, they support the UN system to effectively adapt and respond to complex political situations and identify areas for preventive action.

Mr. President, members of the Security Council, Thank you for this opportunity to brief the Security Council after the comprehensive report from the ERC, Mark Lowcock. In two weeks, we will mark the beginning of the eighth year of the Syrian conflict. There are no words to express our frustration over the collective failure of the international community to end this war. But that frustration is nothing compared to the suffering and destruction visited ceaselessly upon the Syrian people.

Executive summary

Natural resources such as land, water, timber, minerals, metals and oil are vitally important sources of livelihoods, income and influence for countries and communities around the globe. When natural resources are poorly managed or inequitably shared, however, or when business operations are implemented without due consideration for context and communities, they can contribute to tensions that can escalate into violent conflict, or feed into and exacerbate pre-existing conflict dynamics.
