I am honored to hold this Member States briefing on the situation in Djibouti following my recent mission there.

I recently travelled to Djibouti for a three day visit to witness the impact of the climate crisis and regional instability on the country. The visit also gave me an opportunity to express solidarity with the people of Djibouti.

I recently came back from a seven-day visit to the Central African Republic. It was my second mission to the country – the first time I went was in February 2018.

Events in Yemen over the past several weeks have shown – yet again – just how volatile and devastating this war is. Its impact is seen most clearly in the suffering and injustice inflicted on millions of civilians.

For months, we have advocated progress on five key priorities to reduce the suffering in Yemen.
The Security Council endorsed these priorities in your resolution 2451.

We mark today, World Humanitarian Day, to honour aid workers around the world who often risk their own lives to help save and improve the lives of others.

Sixteen years ago, on 19 August 2003, the Canal Hotel in Baghdad, Iraq, was attacked, killing 22 of our colleagues, including a great humanitarian, the Special Representative of the Secretary-General for Iraq, Sergio Vieira de Mello.

Distinguished guests, ladies and gentlemen,

June 22nd marked 100 days since Cyclone Idai wreaked havoc in Mozambique, Zimbabwe and Malawi, catapulting pre-existing humanitarian needs to new levels.

The cyclone left a path of destruction, killing at least 1,007 people, injuring 2,300 and leaving more than 3 million people in need of life-saving assistance. Tens of thousands are still displaced. And in Zimbabwe, over 300 remain missing.

Thank you, Mr. President.

Thank you for the opportunity to brief the Security Council on the humanitarian situation in eastern Ukraine.

Since I briefed this Council two months ago, the conflict in Ukraine has remained an active one – with a daily impact on civilians on both sides of the ‘contact line’ – as coping mechanisms are stretched to their limit. After five years of conflict that saw more than 3,300 civilians killed and up to 9,000 injured, 3.5 million people still need humanitarian assistance and protection.

Mr. President,

Thank you for this opportunity to brief the Security Council.

Well before the latest developments in Sudan, humanitarian needs in Darfur, and other parts of the country, were already growing due to the economic crisis. People who have been receiving humanitarian assistance now require greater support. The broader population has also been affected by the worsening economy and there is a risk that more people slide into greater vulnerability and poverty.

It is a pleasure to be here as the Assistant Secretary-General of the UN for Humanitarian Affairs at the Second High-level Conference on South-South Cooperation. I want to thank the Government of Argentina for being such a gracious host.

As you all know, this landmark event marks the 40th anniversary of the UN Conference on Technical Cooperation among Developing Countries, held here in Buenos Aires.
