Mr. President,

Thank you for the opportunity to brief the Security Council on the challenging humanitarian situation in eastern Ukraine.

Five months ago, I briefed the Council together with Under-Secretary-General DiCarlo. Today, I regrettably advise that millions of men, women and children continue to face dire humanitarian consequences in Europe’s forgotten armed conflict. These impacts are deepening, as the situation becomes more protracted.

Mr. Secretary General, Commissioner Stylianides, distinguished panellists, excellencies, ladies and gentlemen.

The humanitarian challenges we face as an international community today, sadly, stretch the length and breadth of the globe, and perhaps none has been more rapid in impact in the last twelve months than the plight of the Rohingya people, both in Myanmar and then in Bangladesh.

We are here today because we all recognize that today’s humanitarian crises are pushing tens of millions of adolescent girls closer to the sharp edge of vulnerability. Humanitarian assistance must respond to the specific needs, vulnerabilities and capacities of adolescent girls if it is to be effective.

31 Aug 2018 description

Good afternoon everyone.

I have spent the past four days seeing for myself the effects of the conflicts and agro-pastoral crisis that are now affecting more than 5 million people in Mali. This level of needs is higher than at any point since the beginning of the security crisis in 2012.

During my mission in Mali, I had several meetings with authorities, donors, affected communities and humanitarian partners.

Excellencies, Ladies and Gentlemen,

I welcome you to this high-level panel which will discuss the experience of local actors who are often both affected by and the first responders to humanitarian emergencies. In this context, the ‘localization’ agenda, which calls for national and local capacity to be reinforced and not replaced, has been steadily gaining momentum over the last decade.

Mr. President,

Thank you so much for the opportunity to brief the Security Council on the humanitarian situation in Ukraine.

After four years, millions of civilians – men, women and children – continue to bear the brunt of the conflict in eastern Ukraine, which has become yet another protracted crisis. Over 2,700 civilians have been killed and up to 9,000 injured since the outbreak of hostilities. The conflict-affected area is one of the most mine-contaminated in the world. Last year, landmines maimed or killed 238 civilians.
