Large dams, essential to achieving Africa’s development goals, have nonetheless created a set of local conditions that have defied the broader twenty-first century progress. Dams typically increase the presence of small pools of water in which mosquitoes breed, resulting in proliferation of adult Anopheles mosquitoes; the vectors of malaria transmission.

A grainy video shows panic-stricken goats being pulled to safety from flood waters in the middle of the night. It offers a glimpse from social media of efforts in Northeast India to cope with flooding and its consequences for people and their livestock. Incessant rains have given rise during recent days to severe flooding in the Indian states of Bihar and Assam as well as in southern Nepal. An estimated 2 million people have been affected, with dozens dead as a result of flooding and landslides and hundreds of thousands displaced from their homes.

Indian state of Bihar, which receives most of the flood waters from rivers in upstream Nepal is also seriously affected in the ongoing disaster event. Four districts located along the Indian-Nepal border in Bihar Kishanganj, Araria, Purnea and Katihar districts are under high inundation affecting nearly one million people. Flood inundation and damages are also reported in other districts Darbhanga, Madhubani, Sitamarhi, Madhepura, Saharsa, Supaul as well as East and West Champaran.
