Humanitarian Assistance for Afghanistan

From the frontline

The general security situation in the north is unchanged. Although there is evidence that conditions are returning to normal, factional tensions continue to prevail in Mazar-I-Sharif and the surrounding area. In addition, allegedly fierce fighting is being reported from the Baghlan area. On 19 January a security mission to Mazar reopened negotiations with northern leaders preparatory to resumption of UN activities in the region.

1. As reported in the OCHA/DHA Situation Report No.1 and 2, of 26 and 30 December 1997 respectively, abnormal rains have caused severe flooding in Paraguay, since December 1997, prompting the Government to issue, on 24 December 1997, an appeal for international assistance to the victims of this emergency, that affected several provinces in the country, in particular Asuncion and its metropolitan area.

1. The UN Resident Coordinator in Beijing provided the following information on snowstorms in Tibet, based on a report from the Chinese Ministry of Civil Affairs received on 16 January 1998.

1. The UN Resident Coordinator in Maputo reports that the landslides occurred in the central Mozambican province of Zambezia on 20 January. According to the latest information, 47 people were killed, while another 40 remain missing in Milange district.

2. Heavy rains and landslides also interrupted connections between the provincial capital and smaller towns in Tete and Sofala province.

3. The Government's inter-sectoral brigade is presently in Milange district, assessing the situation.

Situation and national response

1. Following the 6.2 earthquake which hit Zhangjiakou Prefecture of the northern Hebei Province on 10 January 1998, the Government of China indicated that it would welcome international assistance to the disaster area.

Pledges and contributions

The Government of India has pledged an in-kind donation of medicines and medical supplies to Afghanistan valued at approximately US$800,000 equivalent. The contribution is being channelled through WHO and coordinated by UNOCHA.

From the frontline

The general security situation in Kabul has been relatively quiet. Due to severe weather conditions, the front-line to the north and north-east of Kabul is reported to be quiet.

Present Situation

1. Much of Kenya has received extraordinarily heavy rain since 10 January. Many locations have received several times their long term mean for January. This is exacerbating the situation in many districts, including Tana River, Garissa, Wajir, Mandera, Isiolo and Masarbit which in late December had just began the long process of recovery from the effects of severe droughts (April 1996 to March 1997) and flooding (since mid-October).

1. According to the UNDP/DHA Resident Representative, heavy rains continue to cause flooding and landslides in the northern and central parts of Peru. Heavy rains have also caused flooding in the Departments of Puno in the Southern part of Peru and Loreto in the Amazon area. However, there are still areas in the Southern part of Peru that have not received any rain at all. Reportedly, the Department of Puno has received only 40 per cent of the normal amount of rain for this time of the year.

According to the UNDP/DHA Resident Representative in Ecuador, floods, sea surge and mudslides, that have been affecting the country since November 1997, as a consequence of the El Nino phenomenon, continued during the first weeks of January 1998. With the beginning of the rainy season on the coastal region, the situation might get worse.

I was deeply saddened to learn of the loss of life, injury and material destruction caused by the earthquake which hit northern Hebei Province in China on Saturday.

The United Nations is working closely with the Government of China to determine how best it can help in meeting the urgent humanitarian needs of some 542,000 people, many of whom have been rendered homeless under extreme winter conditions.

I call upon donors to contribute speedily and generously to assist the Government of China in its relief efforts.
