This handbook is a reference guide on how to take action in response to allegations of torture or ill-treatment. It is aimed primarily at small NGOs working at a national and community level, who wish to develop and become more involved in torture reporting. To this end, it addresses the following issues:

- Documenting allegations of torture
- Responding to the information collected
- Choosing between the various mechanisms according to one's objectives
