The “third struggle” for freedom in Africa

When the Universal Declaration of Human Rights was adopted by the UN in 1948, much of Africa was still in its first struggle for liberation from colonial rule. Only three African countries were present at the UN for the vote: Egypt, Ethiopia and South Africa. Apartheid South Africa abstained.

Highlights

10 out of the 21 countries in Eastern and Southern Africa Region (ESAR) have reported more than 36,820 cholera / AWD cases and 433 deaths (Case Fatality Rate, 1.2%), since the beginning of 2018.

These countries include; Angola, Kenya, Malawi, Mozambique, Rwanda, Somalia, Tanzania, Uganda, Zambia and Zimbabwe. Zimbabwe accounts for 28.6 % (10,529) of the total case load reported this year, followed by Somalia at 17% (6,273).

Last week, the Ebola outbreak in the Democratic Republic of Congo (DRC) reached a sobering milestone by becoming the second largest Ebola outbreak in history, second only to the 2014–16 epidemic in West Africa. There were 453 total cases and 268 deaths in the affected provinces of North Kivu and Ituri, according to the latest World Health Organization (WHO) situation report issued December 5.

  • Following the cease fire signed on December 2017, the security in the Pool Region has significantly improved and movement of return of displaced population started since then.

  • 37,108 children under five immunized against measles in Pool and Bouenza departments with UNICEF support.

  • As of 30 September, UNICEF HAC is only funded 33%. An additional US$ 6 million is required for UNICEF to meet the needs of vulnerable children and women, especially in the Education, Wash and Child Protection sectors.

When the cessation clauses came into effect to refugees from Sierra Leone (2008), Liberia (2012) and Rwanda (2017), those with continuing needs of international protection were exempted from cessation and kept their refugee status.

Total of 92 new asylum-seekers arrived during the month mainly from the Democratic Republic of Congo (DRC). Cumulative total of new arrivals since January 2018 stands at 1,073.

Lack of class rooms and teachers impacts the access of refugees and asylum-seekers to high school education provided in local schools in host communities.

Access to shelter remains a challenge due to funding constraints and increasing refugee population in Tongogara Refugee Camp.

The Zimbabwe Refugee Committee (ZRC) held its third session for Refugee Status Determination of 2018 from 3- 6 September 2018 at Tongogara.

The population verification exercise for the Zimbabwe operation that was scheduled from 1- 16 October was postponed due to the cholera epidemic
