PHILIPPINES

The alert level for the Mayon Volcano has been raised to Level-4 due to increased seismic unrest, lava fountaining and explosions. The volcano spewed a 10-kilometer high ash column on 22 January, with authorities warning of an imminent hazardous eruption, possibly within days. The eruption resulted in moderate to heavy ash fall, with low-visibility reported in the towns of Guinobatan, Camalig, and Ligao located to the southwest of the volcano.

To continue delivering humanitarian services, the Philippine Red Cross (PRC) with the support from the International Federation of the Red Cross Disaster Relief Emergency Fund (IFRC DREF), an emergency operation was conducted to provide immediate assistance to the Filipino returnees from the state of Sabah in Malaysia.

As of July 14, 2017, more than 3,000 returnees have arrived in Zamboanga City since the crisis started on February 15. Most of the returnees are from the eastern part of Sabah such as Semporna, Tawau, Lahad Datu, Kunak, Sandakan-Romero and Sandakan-Kumunak.

This Operation Update informs the extension of the operation’s timeframe by two months (until 31 August 2017). The extension allows the chapter in providing support to the individuals who are not able to return within the initial timeframe of the operation due to issues on documentation and transportation.

The situation

Since 15 February 2017, there has been a rapid increase in the number of Filipino returnees – from the state of Sabah in Malaysia – arriving in Zamboanga City, Mindanao. While repatriations are common, the sinking of a vessel that was previously used for the same prompted suspension of repatriations in September 2016.

The suspension led to a backlog of approximately 7,000 undocumented Filipino migrants in Sabah.

PHILIPPINES

As of 19 February, over 30,700 people remain displaced in northeastern Mindanao (Caraga region) by flooding triggered by a series of weather systems since 8 January. At least 2,100 people are in 18 shelters, while most are staying with relatives and friends. Local authorities and NGOs, with support from the Department of Social Welfare and Development (DSWD) are providing food and other relief items.

PHILIPPINES

On 25 December, Typhoon Nock-Ten (locally known as Nina) made landfall over Catanduanes province as a Category 3 typhoon. As of 27 December, Nock-Ten affected an estimated 112,000 people in four regions (Regions IV-A, IV-B, V and VIII). Before landfall, nearly 430,000 people were pre-emptively evacuated. The Government is leading ongoing relief operations and assessments. To date, no deaths have been confirmed by authorities. The typhoon continues to weaken as it moves further off shore.
