Gaziantep, 17 April 2018

I am deeply disturbed over Saturday’s reported fighting between non-state armed groups outside the Al Ma’ra National Hospital in Ma’arrat An Nu’man town in Idleb Governorate, resulting in the suspension of that facility’s services and placing hospital staff and patients at risk.

I am deeply concerned about the continuing massive displacement of close to 700,000 Syrians since the beginning of the year due to ongoing hostilities in the country. The latest displacement comes on top of already 6.5 million internally displaced Syrians and over 5.6 million Syrian refugees in neighboring countries. Over half of the Syrian population has now been displaced and are in need of humanitarian and protection assistance.

The UN in Syria is urgently appealing for help to stem the catastrophic situation for tens of thousands of people from East Ghouta and Afrin. Having seen firsthand the desperate conditions of people from east Ghouta and Afrin, who are tired, hungry, traumatized and afraid, we need to provide them with urgent aid.
These civilians are facing harrowing humanitarian conditions. Many remain trapped by conflict inside East Ghouta and Afrin. All are in desperate need.

I am appalled and distressed by reports of the horrifying attacks against six hospitals in East Ghouta over the past 48 hours, resulting in a number of deaths and injuries, and depriving thousands of men, women and children of basic health services in the besieged enclave.

These attacks are completely unacceptable. I remind all parties that attacks against medical facilities is prohibited under international humanitarian law (IHL). Any such intentional attacks may amount to war crimes.

I am deeply alarmed by the extreme escalation in hostilities in East Ghouta of today which has resulted in the deaths of over 40 civilians and more than 150 injuries in the besieged enclave, some areas which have been besieged since 2013.

Since 15 February, clashes have been reported in several locations including: Harasta, Alzreqiyyah and Hazrama, Irbin, Duma, Madyara, Mesraba, Al-Shefouniyyah, Al-Rehan, Kafr Batna, Saqba, Shibonieh and Nashabiyah resulting in a number of civilian deaths and injuries.

Damascus, 16 February 2018 - On 14 February, after 78 days without any access to East Ghouta, an inter-agency convoy of the UN and the Syrian Arab Red Crescent delivered life-saving food, nutrition and health assistance to 7,200 people in Nashabieh. Whilst this development is welcome, it is absolutely insufficient. The people reached represent 2.6 per cent of the 272,500 people in need in East Ghouta. Much needed water and sanitation, education materials and non-food items, such as kitchen sets, blankets and plastic sheets, were not allowed to be loaded in the convoy.

Since our statement of 6 February, when the UN representatives in Syria called for a one-month cessation of hostilities, the situation has worsened, as clearly and strongly stated by the statements of the UN Secretary-General and the High Commissioner for Human Rights, released recently. The escalation is taking its cruelest toll on civilians, everywhere in Syria.

The UN Resident and Humanitarian Coordinator and the UN Representatives in Syria call, in this extreme situation, for an immediate cessation of hostilities lasting for at least one month throughout Syria to enable the delivery of humanitarian aid and services, evacuation of the critically sick and wounded, and alleviation of people’s suffering, to the extent possible, wherever they are.

The United Nations humanitarian team in Syria warns of the dire consequences of the compounded humanitarian crisis in several parts of the country.

I am appalled by the ongoing attacks on hospitals and other medical facilities in northwestern Syria, depriving hundreds of thousands of people of their basic right to health.

On the morning of 29 January, the Owdai Hospital in Saraqab City in Idleb Governorate was damaged by two airstrikes, which destroyed part of the hospital building and rendered the hospital inoperable. The 18-bed hospital, supported by Médecins Sans Frontières (MSF), is the only public hospital in Sarqab District in eastern Idleb serving a population of 50,000.

I am appalled by reports of high numbers of civilian casualties due to heavy air attacks in Syria. Hospitals, ambulances, schools and displaced people escaping violence have been targeted by direct air strikes resulting in deaths and injuries of innocent civilians. September was the deadliest month of 2017 for civilians with daily reports of attacks on residential areas resulting in hundreds of conflict-related deaths and injuries.

The UN in Syria strongly condemns an attack on a joint UN/SARC/ICRC convoy of 36 trucks which attempted to deliver humanitarian assistance to people in need in East Harasta today. Two Syrian Arab Red Crescent drivers were injured by shooting that occurred as the convoy was exiting the area on its way to Damascus, and are currently receiving medical treatment. The UN in Syria wishes them a speedy recovery and stands in full solidarity with SARC.

The United Nations is deeply concerned over the fate of an estimated 5,000 civilians trapped by fighting in and around the town of Al Bab in northern Syria.

“We urgently call on all parties to the conflict to immediately ensure the unhindered movement and safe passage for people trying to reach safety. The UN and partners are ready to provide humanitarian assistance and protection to the civilians who are caught in the middle of this combat,” said Ali Al-Za’tari, the UN Resident/Humanitarian Coordinator for Syria.

The United Nations Resident and Humanitarian Coordinator for Syria condemns the heinous attack on a Syrian Arab Red Crescent (SARC) distribution center in the Hamadaniyah neighborhood of Aleppo city yesterday which resulted in the death of two SARC workers and injury of four SARC volunteers, two of whom remain in critical condition. In addition, two women who had come to the center to receive humanitarian assistance were killed and many others were injured. This is the second attack on SARC this month following the 1 February attack on the building where the SARC branch in Idleb is based.

The United Nations is extremely saddened and appalled by the recent escalation in fighting in several parts of Syria and calls on all parties to cease indiscriminate attacks on civilians and civilian infrastructures. In recent days the attacks included hospitals in east Aleppo and the university in west Aleppo. Likewise, in the past 24 hours, mortar shells targeted residential neighborhoods of Damascus, while counter-shelling of several suburbs of the city continued.Syrian civilians on all sides of the divide are at the receiving end of the escalating violence.
