The following provides an overview of selected achievements by humanitarian partners operating in Sudan during 2017 under the Humanitarian Response Plan (HRP). These successes would not have been possible without strong cooperation between UN agencies, NGOs and the Government of Sudan. Donor contributions in 2017 amounted to about US$365.6 million for HRP activities and an additional $66.9 million for humanitarian assistance outside of the HRP.

HIGHLIGHTS

During the first quarter of 2018, about 1,200 people were displaced as a result of internal fighting between SLA-AW factions in East Jebel Marra locality in November and December 2017 and arrived in Otash camp, South Darfur. There have been reports of displacement as a result of fighting between Government forces and non-state actors in East Jebel Marra.

As of 24 September 2017, HRP 2017 partners received $304 million – representing only 38% of the total amount. This low funding is set to have an immediate and dire impact on the lives and well-being of thousands of people humanitarian partners are serving in Sudan.

Country Profile

The Emergency Relief Coordinator has allocated $45 million from the Central Emergency Response Fund (CERF) for the 2017 second underfunded emergencies round to assist vulnerable people in four neglected crises. The funds will support life-saving relief operations in Afghanistan, the Central African Republic (CAR), Chad and Sudan, where humanitarian suffering is alarmingly high, but available resources are critically low.

In Darfur, conflict and insecurity continue in the absence of a comprehensive political settlement between the Government and the main armed movements. Meanwhile, an intensification of fighting between Government forces, with allied paramilitary groups, and armed movements as well as inter-tribal fighting, has heightened insecurity in the region.

Close to 7 million people in Sudan are in need of humanitarian assistance. 2014 has seen a deterioration in the situation in Darfur, with more than 400,000 people newly displaced by conflict.
Fighting in South Korodfan and Blue Nile has also intensified, while the crisis in South Sudan has forced almost 110,000 refugees across the border. Food insecurity and malnutrition are major challenges across much of the country, including the relatively peaceful east. This is taking place against a backdrop of falling funding.
