On 31 May in the afternoon, more than 1,000 additional persons arrived unexpectedly in Pulka from Banki. Once again,responders immediately mobilized to provide urgent relief and address the most immediate needs as effectively as possible despite the lack of notice. The operationalization of the Tripartite agreement between Nigeria, Cameroon and UNHCR signed in February in Oslo is underway to enable a smoother return process for Nigerian refugees currently in Cameroon.

  • A cause de l’insécurité dans les localités des régions de Tahoua et de Tillabery frontalières du Mali et du Burkina Faso, les autorités nigériennes ont déclaré l’état d’urgence dans deux départements1 de la région de Tahoua et dans cinq départements2 de la région de Tillabéry le 3 mars, pour une période initiale de 15 jours. Cette mesure a été reconduite pour une durée de trois mois. Selon les informations non exhaustives recueillies sur le terrain, 24 attaques visant principalement les positions militaires ont été enregistrées depuis février 2016.

  • As of 25 January, International Committee of the Red Cross (ICRC) medical teams had performed surgeries on 78 people injured during the military airstrike on Rann on 17 January. In Rann itself, 107 people were treated.

  • Those who underwent operations had broken limbs, suffered burns or shrapnel wounds.

Highlights

 On 19 January, 15 patients were airlifted from Rann to Maiduguri, bringing to 89 the total number of people evacuated following the military airstrike on Rann on 17 January.

 Surgical teams in four hospitals – two public and two military – in Maiduguri continue to perform operations and treat the injured.

 Medical assistance is also ongoing in Rann, a locality in the far-north of Nigeria bordering Cameroon and Chad.

• The recent attacks inYebi (May 31) and Bosso (3 June) have displaced tens of thousands of people towards safer area on the axis BossoKitchandji and Bosso-GagamGueskerou-Diffa.

• No official figures on the total number of displaced people are available.

• Many displaced people are hosted by local families while others have settled in public buildings (schools, markets etc.), or in the open along the national road or in the bush.

• The first assessments and distribution of relief items to displaced people have been carried out by authorities and humanitarian partners on 7 June.

• The most urgent needs are: food, shelters, non-food items, protection, health care, transport and water, hygiene and sanitation.

• The newly displaced people fled from Bosso, Yébi and Toumour.

• National authorities and humanitarian actors are mobilizing substantial relief assistance to assist people affected by these attacks.

Highlights

• On 3 June, Boko Haram launched one of its deadliest attacks in the Diffa region against Bosso town, setting off waves of displacement. Bosso is reportedly empty of its inhabitants while the population of Yebi and Toumour also fled to safer areas. Around 75,000 people might have been displaced although no official figures are available yet.

• The most urgent needs include: food, shelters, nonfood items, protection, health care, water and sanitation.

• An assessment mission is scheduled on 7 June to Diffa town.

  • One of the deadliest Boko Haram attacks in the Diffa region occured in Bosso town on 3 June. Another attack was registered in the village of Yebi (department of Bosso) on 31 May.

  • A new flow of population movements from Bosso and Yebi to safer areas is reported. Yet no official figure of the displaced people following the recent attacks is available.

  • This is the third attack recorded in two weeks in the region of Diffa1 .

  • Ten people were killed and nine others wounded.

  • The attack caused the displacement of the entire population of the Assaga village as well as the population of seven other villages on Nigerian soil and Assaga in Niger.

  • Ces incidents ont fait 38 morts parmi les populations civiles et affecté 1 050 ménages.

  • On the night between 17 to 18 June, three villages (Lamana, Boulamare and NGoumao) in the commune of Gueskerou (about 50 km east of Diffa) were simultaneously attacked by insurgents (the attack has not been claimed).

  • These incidents caused 38 deaths among the civilian population and affected 1,050 households.

  • On 19 June, a joint rapid assessment mission was conducted to the field by the regional authorities, IOM, UNHCR, WFP and OCHA.

  • According to Diffa regional authorities, three villages (Lamana, Boulamare and Goumao) in the commune of Gueskérou (about 50 km, east of Diffa town) were attacked simultaneously by insurgents (but no claims of responsibility have been made so far) on the night between 17 and 18 of June.

  • 38 civilians were reported dead in the attacks: 28 (14 men and 14 women) in the village of Lamana, 8 in the village of Goumao and 2 in the village of Boulamare. Three wounded people have been transferred to Diffa Hospital.

Depuis le Flash Update # 2 (21 mai) des affrontements armés et des attaques contre des villages par des individus armés continuent d’être rapportés dans la région de Tombouctou dans le Nord du Mali, poussant les populations civiles à fuir leurs villages. Le total des personnes déplacées a maintenant atteint 47 300 (contre 27 000 dans le Flash Update # 2 du 21 mai), selon les autorités régionales et les partenaires humanitaires sur le terrain.
