Summary

In the present report, the Special Rapporteur reflects on the latest developments in relation to the situation in the Democratic People’s Republic of Korea in the past year. While initially the authorities of the Democratic People’s Republic of Korea made a number of welcome gestures towards increased cooperation with the United Nation human rights system and bilateral partners, these openings have not been sustained, not borne fruits.

GENEVA (17 February 2014) – A wide array of crimes against humanity, arising from “policies established at the highest level of State,” have been committed and continue to take place in the Democratic People’s Republic of Korea, according to a UN report released Monday, which also calls for urgent action by the international community to address the human rights situation in the country, including referral to the International Criminal Court.

I. Introduction

  1. The mandate of the Special Rapporteur on the situation of human rights in the Democratic People’s Republic of Korea was established by the Commission on Human Rights in 2004 (resolution 2004/13). Since then, it has been extended annually by the Commission and, subsequently, by the Human Rights Council. By resolution A/HRC/RES/16/8 the Council extended the mandate of the Special Rapporteur for another year. Each year, the Special Rapporteur submits two reports, one to the Human Rights Council and one to the General Assembly.
