Introduction

  1. The Operational Manual for the Pakistan Humanitarian Pooled Fund (PHPF) is issued by OCHA on behalf of the Humanitarian Coordinator (HC) and endorsed by the Advisory Board to set the general direction and programmatic focus of the Pakistan Humanitarian Pooled Fund (hereafter “PHPF” or “the Fund”), which was previously known as Emergency Response Fund (ERF).

A total of 5.3 million people in FATA have been displaced since 2008, some of them multiple times.

Of these, 4.8 million have returned, with some 700,000 returning in 2016.

A multi-cluster assessment of IDPs and returnees was conducted in KP and FATA which confirmed the pressing needs for livelihoods and basic social service.

Repatriation of registered refugees to Afghanistan decreased by 74% during the week of 27 Nov. - 03 Dec. compared to the previous week. The Voluntary Repatriation Centre is processing the last returns of the year, and supported returns will be suspended for the winter season as of 1 December. According to IOM, the return of undocumented Afghans also decreased by 28% from the previous week’s total of 4,158.

UNHCR Voluntary Repatriation Centre in KP continued to process scheduled families only. Repatriation of registered refugees to Afghanistan decreased by 66% during the week of 20 - 26 Nov. compared to the previous week. The Voluntary Repatriation Centre is expected to stop processing from 1 December. According to IOM, the return of undocumented Afghans also decreased by 18% from the previous week’s total of 5,056.

28 Nov 2016 description

With the closure of UNHCR Voluntary Repatriation Centre in Balochistan and processing of only scheduled families in KP, repatriation of registered refugees to Afghanistan decreased by 83% during the week of 13 - 19 Nov. compared to last week. According to IOM, the return of undocumented Afghans decreased by 34% from the previous week’s total of 7,628. This trend is expected to continue until March 2017, following the winter season.

ISLAMABAD (19 November, 2016): Upon conclusion of a two-day visit to North Waziristan Agency, Neil Buhne United Nations Resident and Humanitarian Coordinator for Pakistan said he was impressed by progress made in returning people earlier displaced from their homes, and by the extensive rehabilitation and reconstruction work undertaken by civilian and military authorities. But he was humbled by the work that remained to be done for the hundreds of thousands of people to return to a normal life.

In the period from 4 to 10 November, 6,689 families returned to South Waziristan, North Waziristan and Orakzai Agencies.

Following the Return Task Force meeting on 4 November, Inter-cluster assessment mission to Kurram agency will be conducted between 14 and 16 November followed by mission to South Waziristan between 21 and 24 November 2016.

Repatriation of registered refugees to Afghanistan decreased significantly by 70% during the week of 6 - 12 Nov. compared to last week. Returns of registered Afghan refugees through Balochistan have been suspended for winter.

According to IOM, the return of undocumented Afghans decreased by 30% from the previous week’s total of 10,884.
