Highlights

• A seasonal plague upsurge, predominantly of the bubonic form, usually hits Madagascar annually between September and April. Similar to last year, this year’s plague season has begun earlier than usual. The current outbreak is predominantly in rural areas and is largely contained. As of mid–August a cumulative total of 103 plague cases (38 confirmed and 65 suspected) have been recorded and 10 deaths.

Antananarivo, Madagascar: On 9th November 2018, the Head of the SADC Electoral Observation Mission (SEOM) to the 2018 Presidential Election in the Republic of Madagascar, Honourable Joseph Malanji, MP, Minister of Foreign Affairs of the Republic of Zambia, released the Mission's Preliminary Statement, at a media event held at the Colbert Hotel in Antananarivo, Madagascar, following the Presidential Elections which were held on 7th November 2018.

  • Tropical cyclone ALCIDE continued south-south-west offshore over the Indian Ocean, weakening. On 9 November at 0:00 UTC, its centre was located approx. 400 km east of Antsiranana city (northern Madagascar) and 345 km south-east of Farquhar Group Islands (Seychelles), with maximum sustained winds of 167 km/h (equivalent to a Category 2 in the Saffir Simpson Scale).

  • Tropical cyclone ALCIDE formed over the south-west Indian Ocean on 6 November. On 7 November at 0:00 UTC, its centre was located approx. 1 100 km north of Mauritius Island, 1 230 km north-east of La Réunion and 870 km north-east of Antalaha town (Antsiranana Province, northern Madagascar), with maximum sustained winds of 93 km/h (tropical storm).

  • Over the next 24 hours, it is forecast to continue south-west, strengthening to Category 2 with winds up to 157 km/h, before decreasing to a tropical storm on the approach to Madagascar.

Key Messages

  • The agricultural season started on time in September in the Central Highlands and Western Madagascar with the timely start of the rainy season, which allowed farmers to plant first season rice and maize. Although normal rainfall is expected in the South, poor households may not have sufficient seeds to plant.

Background / Introduction

The Global Logistics Cluster (GLC) Preparedness Project forms a key pillar of the 2016-2018 strategy and aims to create a common, sustainable approach to supply chain preparedness.Localisation and skills transfer form the foundation for the project, which currently focuses on six disaster-prone countries for 2018. Overall, the initiative aims to enhance logistics coordination, collaboration and foster information sharing amongst the humanitarian community.

Dans le cadre de la lutte contre la peste. Le Ministère de la Santé Publique en collaboration avec les différents secteurs, mais aussi les partenaires techniques et financiers a effectué des activités d’investigation et de riposte dans le district d’Iakora le 12 octobre 2018. Une suspicion d’existence des cas de peste suite aux décès de 6 individus au niveau de la communauté a eu lieu dans ce District. Cette alerte concerne précisément le Fokontany de Mahanoro, Commune de Begogo.

HIGHLIGHTS

More than 400,000 people across the region have been affected by floods and cyclones in 2018.

There is a 65-70 per cent probability of an El Niño event between December and February, as compared with a 90 per cent probability ahead of the same period in 2015 - 2016.

People in two districts in Madagascar and three in Zimbabwe are facing Emergency food insecurity.
