Résumé

Depuis août 2016, la région du Kasaï a vu l’une des escalades de violence les plus dramatiques de l’histoire congolaise. Une lutte localisée pour le pouvoir coutumier s’est rapidement répandue dans quatre provinces, alimentée par le ressentiment suscité par la marginalisation économique et politique, et aggravée par le recours disproportionné à la force par le gouvernement pour réprimer la révolte. En l’espace d’un an, 1,4 million de personnes ont été déplacées et des douzaines de milices armées ont été formées.

1 INTRODUCTION

Avec une population estimée à 1 626 606 habitants et une densité de 16 habitants/km2 , elle a pour chef-lieu Mbandaka qui est la plus grande ville. L'Équateur est depuis 2015 l’une des 26 provinces de la République démocratique du Congo (RDC).

Les localités de Wangata, Iboko et Bikoro sont trois (03) des dix-huit (18) zones de santé (ZS) de cette province affectées par l’épidémie actuelle de la maladie à virus Ebola (MVE). Voir les différentes populations des localités affectées dans le Tableau I.

09 July 2018, Gaborone, Botswana - The number of food insecure people in the Southern African Development Community (SADC) region in the 2018/19 consumption year is 29 million people, representing 14 percent of the population, according to the “State of Food and Nutrition Insecurity and Vulnerability in Southern Africa” report. The report was compiled from results of the 2018 vulnerability assessments and analysis of 11 SADC Member States. The number of the food insecure population is 13 percent higher, compared to last year, 2017/8.

1,149 cholera cases (including 92 deaths) have been reported in Kasai Oriental, Sankuru, and Lomami provinces since February, with the outbreak intensifying since June, with over 270 cases reported. This is the second cholera outbreak in Greater Kasai region since the crisis first erupted in August 2016. Kasai was cholera-free since 2004, and these outbreaks are a significant indication of a deteriorating humanitarian situation. Poor WASH and health infrastructure within the context of ongoing insecurity and displacement is exacerbating the fairly quick spread of the disease.

This is the ninth Ebola virus disease (EVD) outbreak in Democratic Republic of the Congo (DRC) since the discovery of the virus in 1976; DRC has experience in responding to such outbreaks. Rapid public health response measures were implemented, and the WHO, together with its partners from the Global Outbreak Alert and Response Network (GOARN), are supporting the national health authorities in the response.

Equateur province in DRC has been affected by an outbreak of the Ebola virus disease (EVD). The outbreak is believed to have begun in early April and was officially declared on 8 May. Since 3 May, 39 suspected cases have been reported, two of which have been laboratory confirmed. The full scale of the outbreak is still being determined as poor infrastructure and the remote location constrain response to the outbreak.

Elections in the Democratic Republic of the Congo have been postponed since December 2016, but now seem to be slated for the end of the year. All parties should work to ensure credible polls, the best hope for a peaceful transfer of power.

What’s new? After repeated delays, President Joseph Kabila’s government in the Democratic Republic of Congo has made progress over the past few months toward organising elections for 23 December 2018. But there are still important concerns about the transparency and quality of the polls.
