WASHINGTON, October 12, 2016 – Natural disasters – such as Hurricane Matthew – and climate change are having devastating effects on cities and the 4 billion people who live in them today. By 2030, without significant investment into making cities more resilient, natural disasters may cost cities worldwide $314 billion each year, up from around $250 billion today, and climate change may push up to 77 million more urban residents into poverty, according to a new report by the World Bank and the Global Facility for Disaster Reduction and Recovery (GFDRR).

SUMMARY

The El Niño climate event in 2015 and 2016 caused widespread drought and frost in Papua New Guinea (PNG), peaking in late 2015 and breaking in early 2016. With three-quarters of the population reliant on their gardens for food security, only 40% of the population having access to an improved water source and only 19% of the population having access to an improved sanitation facility, the drought impacts were considerable.

Much though by no means all of this food security emergency was the result of conflict – in Yemen, Somalia and South Sudan, three countries he had just visited.

EXECUTIVE SUMMARY

From September through November 2016, Saint Vincent and the Grenadines (SVG) experienced a series of significant rainfall events beginning with the passage of Hurricane Mathew in September 2016 and culminating with the passage of two trough systems on November 9 and November 28, 2016. Due to the consistent rainfall over the period, ground conditions were largely saturated which set the stage for intense flash flooding associated with the two troughs. A single death was reported from Bequia.

FORWARD BY THE HUMANITARIAN COORDINATOR

In 2016, the Iraq Humanitarian Pooled Fund (IHPF) became the second largest of all OCHA-managed country-based pooled funds (CBPF) globally.

With generous contributions amounting to USD 102 million at a time when military operations to retake Fallujah and Mosul from the Islamic State of Iraq and the Levant (ISIL) saw an upsurge in humanitarian needs, the IHPF disbursed USD 88.3 million to 55 partners to implement 135 projects.

Description of the disaster

During the first half of 2016, humanitarian needs in parts of central and northern Iraq continued to rise as Iraqi state military and allied forces embarked on a military offensive to retake areas in northern and central Iraq including Fallujah, which have been occupied by organized non-state armed groups over the past two years.

ALLOCATION OVERVIEW

In 2016, a total of $39.8 million from the CHF improved the relevance and coherence of humanitarian response through two Standard Allocations and three Reserve Allocations, representing 11 per cent of the total contributions to the 2016 HRP received ($356 million), making the CHF the second largest source of funding for humanitarian action in Afghanistan for the third consecutive year.
