This Report constitutes the response of the International Task Force for Assessing the Baia Mare Accident (the Baia Mare Task Force or 'BMTF') to the tasks given to us by Commissioner Margot Wallström, with the support of the Environment Ministers of Hungary and Romania, concerning the accidents which occurred at Baia Mare and Baia Borsa in Romania, in January and March 2000. The Small Arms Survey (SAS)

The Small Arms Survey (SAS) is an independent project associated with the Programme for Strategic and International Security Studies (PSIS) at the Graduate Institute of International Studies (GIIS) in Geneva, Switzerland.

Established in 1999, the SAS is supported by the Swiss Federal Department of Foreign Affairs, and by contributions from the Governments of Belgium, Canada, Denmark, the Netherlands, Norway, Sweden and the United Kingdom.

Government troops are currently concentrating on tracking UNITA rebels moving from the central highland through the province of Moxico to the eastern state border.

Update on the current situation

The last edition of Field Exchange included an account of discussions on how food aid should be targeted in the siege town of Huambo situated in the Plan Alto region of Angola1. The article illustrated that 6 months of discussions took place before consensus could be reached that there were no advantages to targeting food aid as the entire population experienced a very similar degree of food insecurity.

This article is based on research conducted by Dr. Moazzem Hossain who was working as a Programme Manager in Health and Nutrition of Save the Children Fund UK at the time of the study. Elizabeth Stevens, Policy Officer at Save the Children UK, wrote the following article based on the research.

Bangladesh experienced the worst flood of the century between July - October 1998. Some 30 million persons were affected by the crisis.

During 1998 and early 1999 the Federal Republic of Yugoslavia (Serbian) forces increased their efforts to 'ethnically cleanse' Kosovo. They justified this on the basis that they were 'cleaning out' Kosovar Liberation Army (KLA) bases. In response, NATO forces launched air strikes against the Federal Yugoslavia Republic (FYR) in March 1999. The war between FYR and NATO forced displacement from Kosovo and precipitated a major humanitarian emergency involving the largest and fastest movement of people in Europe since World War II.

December 2000
December marks the beginning of the very cold period in the DPRK. Winter preparations that have occupied the people since the end of the harvest are all but over. In the southern, more temperate, provinces Emergency Officers report that there is still some field activity. Mainly land development such as preparing seed beds for the winter maize plantings or road repair.

MORE than 150 000 Mozambicans - mostly peasant farmers - are facing devastating floods for the second time in 11 months following the opening of sluice gates on the Kariba Dam in neighbouring Zambia.

Mozambique is still recovering from massive floods in February and March, which killed 700, destroyed the homes or livelihoods of more than 10% of the country's 19 million people and did about $1bn in damage, according to World Bank figures.
