Geneva – IOM, the UN Migration Agency, reports that 2,200 migrants and refugees have entered Europe by sea through the first 13 days of 2019, a slight increase over the 1,915 arriving during the same period last year. Deaths on the three main Mediterranean Sea routes through almost two weeks of the new year are at 16 individuals, compared with 194 deaths during the same period in 2018.

Accommodation places in a migrants’ day centre run by the organisation France Horizon in Paris are given by lottery. Every morning, groups ranging from 150 to 400 people appear before the centre, which has a capacity of no more than 50 places, to test their chances of obtaining a place.

Diverse churches are working together in Lille, France, to help minors in the asylum seeker population by providing them with shelter and education. The work began in 2013 when churches began hosting up to 50 minors between 15‐17 years old who had no shelter.


There are about 200 asylum seeker minors on the streets of Lille, of which about 10% are girls. The minors are unassisted for 6 months or more as they wait on the government’s decision to be declared/accepted as minors. They are not given access to basic social services during this waiting period.

Ces risques persistent même après l’amélioration des conditions climatiques.

  • A large majority of migrants are men (88%).

  • 7% of observed migrants at Flow Monitoring Points are minors.

  • 147,528 migrants (46,165 incoming and 101,363 outgoing) were observed at Flow Monitoring Points, representing an average of 194 migrants per day.

  • The majority of outgoing migrants (51%) indicated their intention to travel to Algeria,
    Mauritania or Libya, while 34 per cent intended to travel to Europe, particularly to Italy and Spain.

Flow Monitoring Points (FMPs) allow IOM to quantify and qualify migration flows, trends, and routes, at entry, exit, and transit points (such as border crossing posts, bus stations, rest areas, police checkpoints and reception centres).

During the first nine months of 2018, just under 25,100 refugees were submitted by UNHCR for resettlement' to 19 countries in Europe.2 This is 24% less than the same period in 2017, but already two-thirds more than the average rate of 15,400 submissions per year during the previous 10 years.
