An interview with Lionel Schenal, Logistics Officer in charge of sea operations for Yemen

Lionel is based in Djibouti and from there he manages the voyages of the WFP-chartered vessels VOS Apollo and VOS Theia. It was not easy to lock thirty minutes in his incredibly busy schedule and sure enough he arrived late, directly from the port of Djibouti.

“Sorry, I normally make a point of being punctual, but there has been some last minutes changes that needed my attention” - he says as he enters the office that hosts the Logistics Cluster team in Djibouti.

It promotes a human rights-based approach to ensure the protection of people moving in mixed and complex flows to, through and from North Africa.

General overview

• 99 rotations with 2,293 passengers transported between Djibouti and Aden on behalf of 40 service users (14 UN agencies, 22 INGOs, 4 NNGOs), for an average use rate of 48% (maximum capacity 25 passengers per leg/50 per voyage).

• Thanks to the contributions received by DFID, Canada, ECHO, Germany and CERF, WFP and the Logistics Cluster will be able to extend the service until the end of July 2018.

  • The operational context during February was marked mainly by small-scale attacks, evictions, drought and the drying up the Shabelle river.
  • Consequently, February witnessed a slight increase in displacements, in cases of Acute Watery Diarrhoea (AWD)/Cholera, and severe water shortages.
  • Monitoring agencies reported that food security improved but in the absence of assistance food security would deteriorate significantly.

Updates on achievements

Since 8 December 2014, beginning with a pilot return activity that later expanded, UNHCR has assisted Somali refugees returning to Somalia with return and reintegration assistance. Somali refugee returnees who opt for voluntary repatriation under the UNHCR programme receive an enhanced return package to support their reintegration and to ensure the sustainability of returns. In the chapters below are achievements made during the month of February.

- Despite efforts by the Somalia government to create a conducive environment for voluntary return supported by the international donors, the security situation has not improved forcing these countries to accommodate considerable number of returnees.

Djibouti hosts more than 27,000 refugees from neighbouring countries, equivalent to roughly 3% of its population. With one of the highest densities of refugees in the world, crowded camps create a fertile breeding ground for the transmission of tuberculosis (TB).

L’ OIM travaille en collaboration avec le Gouvernement afin de mieux appréhender les dynamiques migratoires à Djibouti et comprendre le profil des migrants qui transitent dans le pays. Le suivi des flux de population est une activité qui consiste à collecter des données dans les régions d’Arta, Ali-Sabieh, Dikhil, Tadjourah et Obock.
