UNHCR has long upheld age, gender and diversity (AGD) mainstreaming as an essential approach to understand and respond to the needs of all persons of concern. UNHCR makes considerable efforts in Europe to integrate AGD considerations both in operational planning, programme implementation and while engaging with governments in protection, advocacy and legal interventions. This report highlights a range of initiatives across the region in 2017 and 2018 to illustrate this.

The Court of Justice of the European Union (CJEU) has decided, regarding the case C-713/17 Ayubi, that persons granted refugee status must also be entitled to the same level of social assistance as nationals of the host country in accordance with the EU’s recast Qualification Directive, regardless of whether they have temporary or permanent residence.

It came as little surprise when Austria announced its decision not to sign the Global Compact on Migration (GCM). But rather than creating a scandal it all looks rather sad. International cooperation on migration and asylum will continue, regardless of the self-destructive approach of one or two little land-locked countries. Along with Hungary, Austria has its head in the sand, the Austrich, trying to deny that migration exists.

Highlights
- By September 2018, some 89,000 refugees and migrants, almost a quarter of whom children, arrived in Europe through the Mediterranean migration routes. Most children arrived in Greece and Spain.
- Between January and September 2018, nearly 16,700 children benefitted from UNICEF specialized child protection support in Greece, Italy, Bulgaria, Bosnia and Herzegovina, Serbia and Germany. With the start of the school year, 13,810 children were also reached with UNICEF-supported formal and non-formal education activities.

INTRODUCTION

The expectations for the June 2018 European Council meeting were high in the area of migration and asylum. After two years of discussing the asylum package this meeting was announced as the decisive moment for the reform of the Common European Asylum System (CEAS). The EU leaders meeting was considered the last chance to resolve the deadlock on the solidarity chapter of the Commission’s proposal for a Dublin IV Regulation, and for there to be a chance to have the package adopted before the European elections in May 2019.

The Government of Austria has contributed EUR 1 million (US$ 1,157,407) to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in support of the Agency’s health programme in the occupied Palestinian territory (oPt). The Agency operates 143 primary health care facilities across its five fields of operation, 43 of which are in the West Bank and 22 of which are located in Gaza.

Highlights

• Between January and June 2018, 50,800 refugees and migrants, including some 11,200 children, arrived in Europe through the Mediterranean. While Italy has recorded an 85 per cent decrease in sea arrivals in 2018 compared to the same period last year, Greece and Spain have seen a spike of 50 and 90 per cent respectively.
