Overall, political violence decreased slightly while the number of reported demonstration remained static in the South and Southeast Asian regions last week. The key developments of the last week were ongoing fighting between both Taliban and Islamic State (IS) militants and security forces in Afghanistan, a surge in cross-border violence between Indian and Pakistan, as well as a high number of reported fatalities arising from the West Papua National Liberation Army’s actions in Indonesia.

ABSTRACT

The El Niño Southern Oscillation (ENSO) is like tango, it takes two — the ocean and the atmosphere — to complete. This year, despite widespread above-average sea surface temperatures (SSTs) across the equatorial Pacific Ocean, the atmosphere has not yet responded. Therefore, only “ENSO-neutral” conditions have prevailed in the region so far.

Although the stage is set for the tango, ENSO may or may not materialize, or just slightly influence some parts of the region.

Regional Overview

In South and Southeast Asia last week, there was a slight increase in the number of battles and reported number of fatalities while the number of demonstrations recorded remained static. Last week was marked by heavy fighting between the Taliban and Afghan security forces in Ghazni province, a surge of Maoist violence during the first phase of Assembly elections in India’s Chhattisgarh state, and one of the deadliest encounters between the armed forces of the Philippines and Abu Sayyaf since the 2017 Marawi crisis.

In South and Southeast Asia, last week was marked by attacks against American soldiers in Afghanistan, a wave of blasphemy protests in Pakistan, an ongoing government crisis in Sri Lanka, and continued conflict in Myanmar’s Shan state. Overall, levels of organized violence remained static across the region while overall demonstration levels continued to rise, with last week reaching the third highest levels of demonstrations this year.

During the week of Eid, overall levels of political violence decreased by 45% in South and Southeast Asia. The decrease in political violence was caused by a significant drop in reported events from Afghanistan (minus 52%) and Pakistan (minus 74%) – two high activity countries which also have a majority Muslim population – while violence levels remained static in India, including the majority Muslim state of Jammu & Kashmir.
