Throughout 2018, UNHCR has provided Individual Protection Assistance (IPA) as a part of its wider protection response. IPAs are a one-time cash or non-cash assistance provided to vulnerable persons with specific protection needs, which prevent their exposure to further risks and rights violations. 14 Oct 2018 description

UNHCR coordinated the delivery of humanitarian convoys. In total, ten trucks with shelter material reached Donetsk region. The materials will be used for the repair of 110 damaged houses.

UNHCR partners have conducted 643 protection monitoring visits in seven regions. UNHCR focused most of its visits to conflict affected villages located along the ‘Contact Line’ in Donetsk and Luhansk regions.

Situation at checkpoints: The State Border Guard Service recorded 1,130,700 crossings of the line of contact during April.
UNHCR’s partner R2P reported long queues as a main concern.

Situation at check points: The Border Guard Service recorded 1,021,600 crossings of the line of contact during the month. Long queues continued to be reported by UNHCR’s partner R2P.

Winterization: Unusually cold conditions persisted throughout March; UNHCR continued with winter assistance plan distributing coal, winter-cash assistance and warm clothes.

Legal Assistance: In March, UNHCR and its partners provided primary legal assistance to more than 2,300 people.

The UN Refugee agency has been working in Ukraine since 1994 and established a country office the following year. A host country agreement was signed in September 1996.

Ukraine acceded to the 1951 Convention relating to the status of refugees and the 1967 Protocol in 2002. A 2011 law regulates the treatment of refugees and other persons of concern in Ukraine In 2013, Ukraine acceded to the two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961).
