Tuesday, November 13, 2018 — Today marks the globally celebrated Geographic Information System (GIS) Day which shines a spotlight on a leading technology which is helping tackle climate change, food security, disasters and poverty in OECS Member States.

The technology which uses satellite imagery, can electronically collect, store, analyse and share spatial data from health statistics to land clearing, population movements and post-hurricane destruction to help inform better policy and decision making.

If you knew 20 minutes before that a severe flood or tsunami would occur, what would you do? Early warning systems allow individuals and communities a window of time for fight or flight. For time-critical events such as tsunamis, mudslides and flash floods, the warnings are a trigger to action – to move quickly out of the danger area. For more moderate hazards e.g. street flooding, or slower arriving hurricanes, warnings provide an opportunity to fight to protect your family and property, either by relocation or barrier protection in doorways and windows.

At 11:00 a.m., Tropical Storm Kirk was near 13.8 North , 63.6 West, or approximately 160 miles (257 km) west-northwest of Saint Vincent and the Grenadines, moving westwards near 13 mph (20 km/h).

Reports from an Air Force Reserve Hurricane Hunter aircraft indicate that maximum sustained winds have decreased to near 45 mph (75 km/h). A gradual weakening is forecast over the next 12 to 24 hours.

At 5:00 a.m., Tropical Storm Kirk was near 13.2 North…62.5 West or about 100 miles (160) km west of Saint Vincent and the Grenadines. Maximum sustained winds remain near 50 mph (85km/h) with higher gusts. Kirk is moving towards the west near 12 mph (19 km/h).

Sustained winds of between 25 to 35 mph (40 to 55 km/h) with higher gusts are continue during the morning.

A Tropical Storm Watch remains in effect for Saint Vincent and the Grenadines.

At 11:00 am, Tropical Storm Kirk was near 13.8 North, 59.3 West or about 135 miles (215 km), east north-east of Saint Vincent and the Grenadines.

Maximum sustained winds remain near 50 mph (85km/h) with tropical-storm-force winds extending outwards to about 140 miles (220 km) from the center. Some weakening is forecast as the system approaches the northern Windwards.

The Caribbean region is poised to benefit from increased humanitarian assistance following the signing of a Memorandum of Understanding (MoU) between the Caribbean Disaster Emergency Management Agency (CDEMA) and humanitarian service provider, Rescue Global (RG). The signing took place yesterday, September 19, 2018 at the CDEMA Coordinating Unit in St. Michael, Barbados.

As our disaster experts monitor Tropical Storm Isaac, which reached the Eastern Caribbean Thursday, the U.S. Agency for International Development (USAID) is announcing additional support to help the Caribbean prepare for, and respond to, major storms and hurricanes. The Agency is stockpiling reinforced plastic sheeting in the Caribbean, and training local disaster officials how to use the material to construct safe and secure temporary shelters.

Bridgetown, Barbados September 11, 2018 – The Caribbean Disaster Emergency Management Agency (CDEMA) and humanitarian mapping charity MapAction yesterday signed a Memorandum of Understanding (MoU) to formalise their new joint working relationship. MapAction will work alongside CDEMA teams and support National Disaster Management Agencies within the Caribbean region as needed.

SITUATION

According to the University of the West Indies (UWI) Seismic Research Centre (SRC) the 6.8 magnitude earthquake occurred at 5:31PM (Local Time) at a depth of 88km. The earthquake was located Latitude 10.47N and Longitude 62.75W at 57km SE of Carupano, Venezuela. The Earthquake was felt strongly in Trinidad and Tobago in the cities of Port of Spain and San Fernando. The following CDEMA Participating States also reported tremors around the same time: Barbados, Grenada, Guyana, Saint Lucia, St. Vincent and the Grenadines and Suriname.

Three places in Saint Vincent and the Grenadines – Mesopotamia, Vermont and Bequia – have been the kick off spots for a climate change public education programme being implemented by the United Nations Development Programme’s Japan Caribbean Climate Change Partnership (UNDP J-CCCP) in coordination with the Government of Saint Vincent and the Grenadines.
